Summary of the contracting process

Betsi Cadwaladr University Health Board is exploring providers to deliver NHS general dental services across North Wales. The work is to add NHS dental capacity and improve patient access, through new premises, additional service locations or new NHS dental practices. The Health Board identifies Denbighshire, Anglesey, Gwynedd and Wrexham as priority areas, while unmet need remains across all counties. It is particularly interested in proposals that create additional capacity and align with local commissioning priorities. Existing NHS contractors, private dental providers and new market entrants may express interest. This is market engagement to understand provider interest and capability and inform commissioning decisions; it is not itself a contract procurement or commitment to award a contract.

The process is at planning: the Health Board is seeking expressions of interest to understand the market and inform its choice of commissioning route under the Health Services (Provider Selection Regime) (Wales) Regulations 2025. It says it has already increased activity with existing providers during 2026/27, and this exercise is not intended to expand those arrangements further. The Health Board anticipates that funding may be available for reinvestment from January 2027. It expects future contracts to have annual values between £210,000 and £420,000, depending on local need, service model, location, deliverability and value for money. The published estimated procurement value is £6,384,000. The expression-of-interest form is to be submitted by 30 October 2026 at noon; this is an engagement date, not a tender deadline.

This exercise is relevant to dental providers able to establish sustainable additional NHS capacity and improve access for patients in North Wales. Proposals involving new premises are preferred, but the Health Board will also consider smaller providers and existing NHS contractors operating in priority areas where they can demonstrate that their proposal adds capacity, is deliverable and sustainable, offers value for money and fits commissioning priorities. The assessment is based on the proposed improvement in access and additional capacity, rather than provider type alone. Providers should be able to explain their proposed service model, local delivery capability and how quickly and sustainably they can provide additional capacity. This is a preparation and market-engagement stage; providers are being asked to inform future commissioning, not to bid for an available contract.

Betsi Cadwaladr University Health Board (BCUHB) is seeking Expressions of Interest from providers interested in delivering NHS General Dental Services (GDS) across North Wales. The purpose of this EOI is to: - Understand market interest. - Assess provider capacity and capability. - Identify potential delivery models. - Inform commissioning decisions. - Support selection of the most appropriate route under the Health Services (Provider Selection Regime) (Wales) Regulations 2025. This EOI does not constitute a procurement process and does not commit the Health Board to award any contract. The Health Board has identified approximately 1.578 million recurrent funding which may become available for reinvestment into NHS dental services from January 2027. The Health Board has already utilised permitted contract modifications to increase activity with a number of existing NHS dental providers during 2026/27. The purpose of this Expression of Interest is therefore not to identify opportunities for further expansion of existing NHS contractual arrangements, but to identify providers capable of establishing additional NHS dental capacity through new premises, additional service locations or new NHS dental practices. Providers may be existing NHS contractors, private providers or new market entrants. Whilst proposals involving new premises will be preferred, the Health Board recognises that smaller providers and existing NHS contractors may be able to deliver additional capacity quickly and sustainably. Consequently, proposals from existing providers operating within strategic priority areas may also be considered where they can demonstrate that the proposal creates additional NHS dental capacity, improves patient access, is sustainable and deliverable, represents value for money and aligns with the Health Board's commissioning priorities. The Health Board will assess all proposals on their ability to deliver improved access and additional NHS capacity rather than on provider type alone. The Health Board has identified the following priority areas for market engagement: Denbighshire, Anglesey, Gwynedd and Wrexham, although unmet need remains evident across all counties. The Health Board anticipates commissioning contracts with an annual value between 210,000 and 420,000 pounds, depending on local population need, service model, location, deliverability and value for money. Interested parties are invited to download the EOI form or request the EOI form via BCU.DentalContractingTeam@wales.nhs.uk for completion and submission to BCU.DentalContractingTeam@wales.nhs.uk no later than 12:00 noon on 30 October 2026.
