Summary of the contracting process

Blackpool Borough Council is seeking asset and property management services for its retail portfolio in Blackpool town centre. The assets are Houndshill Shopping Centre, an enclosed centre with 750 parking spaces and a nine-screen cinema including an IMAX auditorium; seven retail units in Victoria Buildings on Corporation Street and Victoria Street; and the Marks & Spencer premises on Church Street. Services cover proactive management to maintain and improve income, support future development plans, report performance to the Council’s Houndshill Steering Group, and provide health and safety, financial administration and facilities management. The supplier will also provide expenditure data, forecasts and budget projections, and work with town centre stakeholders to improve the visitor experience and promote business activity. Delivery is in Blackpool.

The buyer invited offers through a three-stage Competitive Flexible Procedure under the Procurement Act 2023: a Request to Participate, shortlisting up to five suppliers to tender, then presentations and interviews for up to two before the award decision. The Request to Participate deadline was 4 November 2026 at 23:59 UTC; enquiries closed on 28 October 2026 at 23:59 UTC. The award decision was due by 4 March 2027 at 23:59:59 UTC. The contract is expected to run from 1 July 2027 to 30 June 2032, with up to five separate annual extensions, potentially to 30 June 2037. The indicative budget is £150,000 a year and the stated gross contract value is £1.8 million. There is one combined contract, not separate lots. Evaluation weights are quality 40%, interview 10%, price 30% and social value 20%.

This is suited to an experienced commercial property and asset manager able to manage a varied town-centre portfolio and deliver both functions under one contract. The work requires the capacity to oversee a large enclosed shopping centre alongside smaller retail premises, and to provide integrated facilities management, health and safety, financial administration and reliable performance reporting. Suppliers should be able to protect and enhance rental income, produce timely financial forecasts and budget projections, and support development plans for the assets. Strong stakeholder-management skills are important, including the ability to collaborate with town-centre businesses and organisations on visitor experience and business activity. A single organisation may bid, or several organisations may submit a joint bid under one contract; joint bidders are expected to show successful previous collaboration on comparable projects or assignments. The Council may add properties by agreement and the contract may transfer to a successor authority under local government reorganisation.
