Summary of the contracting process

Buckinghamshire Council plans to procure temporary accommodation services to meet its homelessness duties. Providers would supply nightly paid accommodation on a flexible, spot-purchase basis, allowing the Council to secure rooms at short notice when needed. The requirement spans self-contained properties, with their own kitchen and bathroom, and shared accommodation; provision may range from hotel rooms to units suitable for families of up to eight people. Accommodation would be provided within Buckinghamshire. Each property would need to meet health and safety requirements, and Environmental Health Officers would inspect it before use, with an agreed inspection schedule thereafter. The service is intended for people who are homeless and assessed as being in priority need.

This is at the planning stage: the Council is testing market interest and capacity before deciding its approach to the later procurement. It expects to use an eight-year open framework, with accommodation purchased as needed rather than through a fixed volume commitment. The indicative service period runs from 1 February 2027 to 31 January 2035. The stated estimated value is £26.7 million excluding VAT (£32 million including VAT). The Council plans a supplier questionnaire to gather details of accommodation, health and safety compliance and pricing. It expects to invite interested providers able to deliver the service to online meetings from 2 to 6 November 2026. The engagement questionnaire is due by 23 October 2026, and the Council expects a subsequent procurement notice on 16 November 2026. Indicative costs supplied during engagement will not bind suppliers or determine eligibility for the later procurement.

This will suit accommodation providers with properties in Buckinghamshire, including hotels, landlords and operators of shared or self-contained housing. The range of provision means suppliers with hotel rooms, smaller units or family-sized accommodation may all be relevant, provided they can offer suitable places when the Council needs them. The Council is seeking to understand local supplier capacity and interest, and expects providers to explain what accommodation they can supply and their prices. Providers will need to demonstrate health and safety compliance for each property and be prepared for pre-use inspections by Environmental Health Officers, followed by an agreed inspection schedule. The planned spot-purchase model favours suppliers able to respond flexibly to short-notice requirements. Small and medium-sized businesses are considered suitable for this procurement. This is an early engagement exercise, not an invitation to submit a tender.

Notice Information

Notice Title

Temporary Accommodation Services - Open Framework

Notice Description

The council is seeking flexible nightly paid temporary accommodation within Buckinghamshire County, both self-contained (kitchen, bathroom facilities within the property) and shared accommodation. The requirement is for a range of accommodation from a hotel room, through to units that can house families of up to 8 people. The service will operate on a spot-purchase basis, enabling the Council to secure accommodation flexibly and at short notice. The Council has a duty under Part 7 of the Housing Act 1996 to provide homelessness advice and assistance. This includes a statutory duty to secure Temporary Accommodation (TA) for persons who are homeless and are deemed to be priority need (based on the priority need categories set down in the Act and associated Code of Guidance). It meets this duty through a combination of designated substantive TA (directly owned by the Council or a Registered Provider) or accommodation secured from a third party provider at a nightly rate as and when required (often referred to a B&B accommodation). Evidence of Health and Safety Compliance would be required for each property, and inspections would be carried out with Environmental Health Officers prior to any accommodation being used with an agreed inspection schedule moving forwards.

Planning Information

This PME exercise is intended to assist the Council by genuinely: • Testing market interest and capacity. • Refining the requirement to arrive at the best commercial outcome for both parties base based upon a spot-purchase model. Participants in this exercise are invited to complete a questionnaire that seeks to engage with a wide ride of accommodation providers situated within Buckinghamshire interested in providing emergency temporary accommodation under an eight-year Open Framework. The questionnaire seeks to gauge interest in this opportunity explaining a straight forward procurement procedure with interested bidders being required to provide information about the accommodation they provide along with evidence of Health and Safety Compliance and their pricing. The intention is to then invite those interested parties who consider themselves able and capable of delivering the services to online meetings between the 2nd and 6th November 2026. The information obtained from this exercise may be used to inform the Council’s approach to the following procurement process it undertakes for the delivery of these services. Participants will not be held to any indicative costings nor excluded from any future procurement exercise on the basis of any information they provide.
