Summary of the contracting process

The British Council is seeking a provider for an Inclusive Leadership and Governance training programme in Pakistan. The programme is intended to build leadership, governance and programme-management skills among emerging and established leaders from civil society organisations, community platforms and public institutions. It combines practical leadership learning with academic accreditation, with a higher education institution involved to provide academic rigour, quality assurance and a basis for continued learning and professional recognition. The wider purpose is to strengthen collaboration between civil society, communities, public institutions and higher education, supporting more responsive governance, civic participation and citizen involvement in decision-making. This is a training-services requirement (CPV 80500000), delivered in Pakistan.

The British Council invited offers through a below-threshold, open competition. The procurement is presented as one lot. The submission deadline set by the buyer was 27 October 2026 at 18:59 UTC. The contract period is scheduled to run from 19 November 2026 to 18 May 2027. The estimated gross value is £100,000. Bids are assessed on quality (30%), methodology and approach (30%) and commercial pricing (40%). The buyer requests a completed supplier response for the quality and methodology elements, and a completed pricing approach for the commercial element. Electronic submission is allowed through the British Council’s MyProcurement platform, with supplier self-registration required to use the submission route.

This opportunity is suited to providers able to design and deliver leadership and governance training for participants from civil society, community platforms and public institutions in Pakistan. Relevant strengths include practical programme-management and leadership development, inclusive approaches that equip leaders to work across sectors, and the ability to foster institutional collaboration and civic participation. Suppliers should be able to combine applied learning with an academically accredited programme, working with a higher education institution to support academic rigour, quality assurance and professional recognition. The requirement also favours providers capable of delivering a coherent programme for both emerging and established leaders and of setting out a clear methodology and approach alongside a competitive commercial proposal. The work aligns with suppliers experienced in non-formal education and professional learning linked to governance and social development.

ET89NFE92026 - Inclusive Leadership and Governance Training Programme

Notice Description

Sustainable societal change requires institutions, communities and leaders that are equipped to work collectively to address complex social, governance and development challenges. Recognising this, the British Council's approach to Non-Formal Education (NFE) in Pakistan seeks to strengthen the capacity of civil society, community leaders and public institutions while fostering meaningful engagement with higher education institutions as centres of knowledge, innovation and professional development. By promoting collaboration between these actors, the British Council aims to support more responsive governance, strengthen civic participation and create greater opportunities for citizens to engage in decision-making processes. The proposed Certified Inclusive Leadership and Governance (ILG) Programme emerges directly from the priorities of the British Council Strategy 2026-2030, which identifies leadership development, institutional connectivity and learning opportunities as critical enablers for achieving sustainable development outcomes. The programme also reflects the British Council's strategic priorities in Non-formal Education and Qualifications. Through Non-formal Education, the British Council equips young people with the skills, confidence and agency to navigate increasingly complex societies and respond critically to disinformation, supporting resilience and social cohesion. Through Qualifications, the British Council creates opportunities for people everywhere to achieve their potential by taking UK school, university and professional qualifications. By combining accredited learning with practical leadership development, the ILG Programme will strengthen inclusive leadership, governance and institutional collaboration, creating pathways for sustained social change and community empowerment across Pakistan within this strategic context, the ILG Programme has been designed to strengthen leadership, governance and programme management capacities among emerging and established leaders from civil society organisations, community platforms and public institutions. The programme will combine practical learning with academic accreditation, enabling participants to enhance their professional capabilities while fostering collaboration across sectors. Engagement with a higher education institution will ensure academic rigour, quality assurance and a sustainable platform for continued learning and professional recognition.
