Summary of the contracting process

Doncaster Council’s Public Health team is developing a Creative Health programme to improve health and wellbeing across the borough through creative, cultural and arts-based activities. The proposed scope spans a delivery programme covering creative movement, early-years activity, wellbeing and connection; an innovation fund for new ideas and community-led solutions; and development of partnerships, workforce capacity, evaluation and future investment. The council is seeking input from providers, cultural institutions, community groups and potential partners to shape the proposals. The work would be delivered across Doncaster. This is a planned service procurement in the community health field, with related social, artistic, physical wellbeing and community services.

The process is at planning: the council has described an intention to procure but has not issued an invitation to tender. It expects to hold a market engagement event on 12 November 2026, from 10:30am to noon, at Danum Gallery, Library and Museum in Doncaster, to present developing proposals, take questions and gather views. The council is exploring an indicative investment of approximately £2.5 million over five years. The proposed investment is being developed across three areas: the Creative Health Delivery Programme, a Creative Health Innovation Fund, and Creative Health Infrastructure and Network Development. A further notice is expected on 1 March 2027. These are planning expectations, not tender submission dates; the engagement event is limited to two attendees per organisation.

The proposals may suit organisations able to deliver creative and cultural activity that supports health and wellbeing, including providers with experience in movement, early-years engagement, wellbeing programmes or building community connections. Cultural institutions, community groups and potential delivery partners are explicitly invited to contribute views, so organisations with local knowledge and established community relationships may be well placed to help shape the programme. The planned innovation fund may interest organisations developing community-led approaches or testing new ideas. Partners with experience in collaboration, workforce development, evaluation and planning for future investment could also contribute to the infrastructure and network strand. This stage is for market engagement and preparation, rather than bidding for a contract; participation is intended to inform the council’s developing proposals.
