Summary of the contracting process

Vale of White Horse District Council is seeking a main contractor for building works at Wantage Leisure Centre: an extension to the gym and a complete refurbishment of the wet-side changing facilities. The changing areas are outdated and the work is intended to bring them up to current regulations and Sport England’s guidance on accessible and inclusive sports facilities. The centre is used by members, the public and pupils from the adjacent King Alfred’s School, so construction must take account of the safety and wellbeing of users, school pupils and staff. The work will be delivered at Wantage Leisure Centre in Oxfordshire.

The council invited offers through an open competition, and the procurement reached the tender stage. The single lot is suitable for small and medium-sized enterprises. Bids were due by 27 November 2026 at 17:00 UTC. The contract period runs from 4 January to 31 March 2027. The estimated value is £680,000 excluding VAT (£816,000 including VAT). Evaluation gives 60% weighting to price and 40% to quality. The published procurement describes a below-threshold open competition; bids may be submitted electronically through the council’s procurement system.

This suits an experienced main contractor able to deliver a leisure-centre gym extension alongside a full wet-side changing-area refurbishment. Suppliers should be able to demonstrate construction capability that meets current regulatory requirements and Sport England’s accessible and inclusive sports facilities directives. The site’s ongoing use by the public and an adjacent school makes safe working and safeguarding central to delivery. Bidders need to show how they will identify and control construction risks for centre users, pupils and staff, with evidence in a construction-phase health and safety plan, risk assessments and method statements. The single-lot requirement is expressly considered suitable for SMEs, making it relevant to smaller contractors with the capacity to manage the whole project.

Notice Information

Notice Title

Wantage Leisure Centre - Gym Extension and Wet Side Changing Facilities Refurbishments

Notice Description

Vale of White Horse District Council is seeking to appoint an experienced main contractor to carry out a Gym Extension and Wet Side Changing Facilities Refurbishment at the Wantage Leisure Centre. The wet side changing facilities at the centre have become outdated and require a total refurbishment to ensure the facilities maintain a high quality standard, meet current regulations, and adhere to Sport England's Accessible and Inclusive Sports Facilities directives. The leisure centre is always busy and is not only used by the members and public, but also the adjacent school, King Alfreds. It is therefore essential that the continuing well-being of all site users, the school pupils (safeguarding), and staff, is prioritised during the lifetime of this project, particularly during the construction phase. The contractor must make every effort whilst preparing their submission to always negate or reduce risks to an acceptable level for all site users, and this must be evidenced within the project's construction phase health and safety plan (CPHSP), risk assessments, and method statements (RAMS). Please refer to full suite of tender documents for further details.
