Summary of the contracting process

LHC Procurement Group plans a new Consultancy Services framework to replace its existing consultancy frameworks. It will give public sector organisations access to professional advice and design services for buildings, infrastructure and related assets, supporting planning, design, delivery, refurbishment, maintenance and management. The proposed disciplines include architecture, project and cost management, quantity and building surveying, civil and structural engineering, mechanical and electrical engineering, planning, principal designer and employer’s agent services, environmental consultancy, building safety and compliance, and multidisciplinary consultancy. Applications are expected across housing, construction, regeneration, asset management, retrofit and decarbonisation projects. Services will be available across the geographical areas covered by LHC Procurement Group’s regional arrangements; the stated delivery country is the United Kingdom.

This is at the planning stage: LHC Procurement Group has declared its intention to procure, but has not yet invited tenders. It expects to publish the tender on 7 December 2026. The planned open procedure will establish a framework divided into discipline-based and geographical lots; the final structure and evaluation arrangements are to be confirmed at tender. Framework call-offs may be made with or without further competition. The planned initial framework term runs from 1 May 2027 to 30 April 2031, with an extension of up to 12 months possible if justified. A 5% management fee will apply to work awarded through the framework; there is no fee to participate or secure a place. Payment terms will be set in each call-off, with valid, undisputed invoices payable within 30 days or an agreed shorter period.

The planned framework is suited to consultancy practices able to provide specialist or multidisciplinary services to public sector construction and asset programmes, including firms focused on housing, refurbishment, regeneration, retrofit or decarbonisation. LHC Procurement Group says suppliers may need to demonstrate relevant experience, suitably qualified staff, professional competence, appropriate management systems and capacity to serve the relevant discipline and geographical areas. It may assess legal and financial standing and stability, and require suitable insurance as a condition of appointment. Requirements are intended to be proportionate and to take account of micro, small and medium-sized businesses; the framework is marked as suitable for SMEs. Relevant professional qualifications, registrations, certifications and recognised standards may be required, with equivalent qualifications and standards accepted. Suppliers should plan for a management fee on awarded work and electronic procurement through the buyer’s tender portal.

The proposed scope includes, but is not limited to, architectural services, project management, quantity surveying and cost consultancy, building surveying, civil and structural engineering, mechanical and electrical engineering, planning consultancy, principal designer services, employer's agent services, environmental consultancy, building safety and compliance, and multidisciplinary consultancy services. CS2 is intended to support a broad range of public sector projects, including housing, construction, refurbishment, regeneration, asset management, retrofit and decarbonisation, with services available across the participating LHCPG regions. The framework is expected to be divided into discipline-based lots and geographical areas, enabling contracting authorities to access specialist or multidisciplinary consultancy services appropriate to their requirements. The final scope, lot structure and procurement arrangements will be confirmed in the subsequent tender notice and associated procurement documentation.
