Summary of the contracting process

Devon County Council is buying a service to process textile waste collected by local authorities. The material is Local Authority Collected Waste from Devon’s district councils and Torbay Council, which work together through the Devon Authorities Strategic Waste Committee. The purpose is to maximise opportunities to reuse and recycle the textiles and ensure the processing complies with legislation. The arrangement supports the authorities’ joint approach to recycling and waste contracts. The work concerns textile waste processing and recycling services, rather than the supply of new textiles. The contracting process covers one lot, with delivery in England; the buyer is Devon County Council.

The procurement is complete and the contract was awarded to EDILTEX LTD on 12 October 2026. The award is valued at £250,000 excluding VAT (£300,000 including VAT). The contract period runs from 2 November 2026 to 2 May 2027, with an option to extend by one or more periods totalling up to 30 months. Devon County Council used a direct award after receiving no bids under the preceding procurement for the same requirement. The process is identified as a concession. The published data does not state the basis used to evaluate the selected supplier. The contract is for a single lot covering the textile waste processing requirement.

The award shows demand from Devon County Council and its Devon and Torbay local authority partners for a supplier able to process collected textile waste. A credible competitor would need operational capability to handle local-authority textile waste and to maximise reuse and recycling, while ensuring compliance with relevant legislation. The requirement is for processing services, so businesses with suitable waste handling and textile sorting or recycling operations are better aligned than suppliers focused on textile manufacture or general waste collection alone. The buyer’s stated rationale records that the preceding procurement received no bids before the process moved to a direct award. Suppliers considering this type of work should be prepared to serve a partnership of multiple local authorities.

Notice Title

Textile Waste Recycling Contract

Notice Description

As a Waste Disposal Authority (WDA) DCC is responsible for the disposal of waste that the District Councils of Devon collect, known as Local Authority Collected Waste (LACW). DCC works in partnership with all 8 District Councils in Devon as well as the unitary authority of Torbay. The partnership, known as DASWC (The Devon Authorities Strategic Waste Committee), consists of representatives at both officer and councillor level from all Devon District Councils and Torbay Council. The role of the committee is to promote recycling across the county, and to fund small projects by the pooling of funding. It also co-ordinates joint county wide contracts for paper, glass and textiles and thereby allowing each authority to achieve a better deal through economy of scale. The current contract for the processing of the Local Authorities Collected textile waste will expire and therefore will require re-tendering. This contract has been generating an income to DASWC members from the sale of the waste material.
