Summary of the contracting process

Cambridgeshire County Council intends to commission smoking cessation and tobacco-dependence treatment services for people experiencing homelessness and other socially excluded groups in the Fenland area of Cambridgeshire. The service is intended to reduce smoking-related health inequalities by providing accessible, effective support targeted at people most at risk of smoking-related harm. The work is a health service, with delivery focused on Fenland and on reaching groups who may face barriers to mainstream support. The council plans to retain the core components of its current service model while allowing the future provider room to apply expertise, innovation and good practice in delivery.

This is at the planning stage: the council has stated its intention to procure and is undertaking market engagement; there is no invitation to tender at this stage. The procurement will be governed by the Provider Selection Regime under the Health Care Services (Provider Selection Regime) Regulations 2023. The planned contract is for an initial two years, with a possible one-year extension, although the council says this may change. The stated estimated value is £375,000. The council expects a further notice on 1 December 2026. This is one planned service lot. No bid deadline or evaluation basis is set out at this stage, so the future procurement details will determine how providers are selected.

The service is likely to suit providers with experience delivering smoking cessation or tobacco-dependence treatment to people experiencing homelessness and other socially excluded communities. Relevant strengths include the ability to make support accessible, engage people at high risk of smoking-related harm, and deliver effective, targeted treatment that addresses health inequalities. The council intends to preserve the core elements of its existing model, so experience operating comparable services may help suppliers understand the delivery approach, while providers will also have scope to bring forward innovation and established good practice. Suppliers should be prepared to explain how their expertise can support the intended outcomes and reach the target groups in Fenland. The market engagement provides an opportunity to contribute to the development of the future service before it is taken to tender.
