Summary of the contracting process

Transport for London plans to procure a complete new spray booth facility at Acton Works in London. The work covers design, supply, installation, testing, commissioning and handover under a design-and-build contract. It includes site surveys and investigations, manufacture and installation of the booth, and associated civil, structural, architectural, mechanical and electrical works, ventilation, fire engineering, control systems and ancillary building works. The contractor will integrate the facility with existing infrastructure and retained assets, including the existing conveyor system, and deliver a fully operational installation. The scope also includes temporary works, performance demonstration, assurance and handover documentation. This is a turnkey facility project for a rail maintenance site.

The process is at the planning stage: TfL has set out an intention to procure, but has not invited tenders. TfL has planned preliminary market engagement. Its stated expectations are for expressions of interest by 20 October 2026 at noon GMT and completed engagement materials returned by 2 November 2026 at noon GMT. These are engagement dates, not tender submission deadlines. The estimated contract period runs from 4 December 2026 to 4 December 2027, with a possible extension to 4 June 2028. The estimated value is £120,000 excluding VAT (£144,000 including VAT). The procurement is described as one lot, with no award criteria or expected procurement procedure stated.

This work is likely to suit a supplier able to deliver a complete design-and-build installation, rather than supply a spray booth alone. The contractor is to take responsibility as both Principal Designer and Principal Contractor under the Construction (Design and Management) Regulations 2015, and coordinate design, construction and commissioning. Relevant capability spans spray booth manufacture and installation, building and civil works, structural and architectural design, mechanical and electrical systems, ventilation, fire engineering and controls. Suppliers will need to manage interfaces with existing infrastructure and assets, including assessing and reporting conveyor-system deficiencies that could affect performance, compliance or integration. TfL expects the contractor to provide the labour, plant, materials and equipment, demonstrate performance, carry out assurance activities and produce handover documentation. The planned market engagement offers a chance to inform preparation before a tender is issued.
