Summary of the contracting process

Transport for London is buying original-equipment-manufacturer spare parts, technical support and specialist training for London Underground’s Kirow engineering vehicle fleet. The equipment includes Kirow 250 cranes, Switch-Tilt wagons and associated vehicles and equipment. The requirement supports safe and reliable operation of safety-critical vehicles used for track renewal, Modular Points and Crossings works, and wider infrastructure maintenance across the London Underground network. The goods and services fall within railway maintenance vehicles and support. Delivery is for use on the London Underground network in the United Kingdom. The requirement combines compatible replacement components with technical expertise, support and training for the existing fleet.

The procurement is complete and a supplier has been selected. Transport for London made a direct award to TECHNE KIROW GmbH. The award is pending. The awarded value is £1,746,246 excluding VAT (£2,095,495 including VAT). The contract period runs from 1 November 2026 to 31 October 2031. The award was published on 12 October 2026. The procurement comprises one lot. The direct award rationale is that changing supplier could create incompatibility with existing vehicles and disproportionate technical difficulties in operation or maintenance; the supplier retains responsibility for technical documentation and engineering assurance. The published rationale also describes the need to extend or partially replace existing provision. The award was made under the Utilities regime.

For suppliers assessing future demand from Transport for London, this award shows a requirement centred on OEM-compatible parts and specialist support for an established Kirow engineering fleet. A credible competitor would need to demonstrate access to compatible components for Kirow 250 cranes, Switch-Tilt wagons and associated vehicles, as well as the technical expertise to support their safe operation. Capability in engineering assurance and maintenance documentation is particularly relevant: the stated reason for retaining the incumbent is that alternative components or support could be incompatible and cause operational or maintenance difficulties. Specialist training is also part of the requirement. Suppliers without a demonstrable route to the original equipment, fleet-specific technical knowledge and the capacity to support safety-critical vehicles across London Underground maintenance programmes are less closely aligned with this buyer’s stated need.

Notice Information

Notice Title

Original Equipment Manufacturer Spares, Technical Support and Training

Notice Description

Provision of Original Equipment Manufacturer (OEM) spare parts technical support, and specialist training services for London Underground's Kirow engineering vehicle fleet, including Kirow 250 cranes, Switch-Tilt wagons and associated equipment. The procurement supports the continued safe operation of safety-critical engineering vehicles used to deliver Track renewal programmes on the London Underground network.

Procurement Information

The public contract concerns the supply of goods, services or works by the existing supplier which are intended as an extension to, or partial replacement of, existing goods, services or works in circumstances where - (a) a change in supplier would result in the contracting authority receiving goods, services or works that are different from, or incompatible with, the existing goods, services or works, and (b) the difference or incompatibility would result in disproportionate technical difficulties in operation or maintenance. London Underground Limited intends to directly award a contract to Kirow Ardelt GmbH for the provision of Original Equipment Manufacturer (OEM) spare parts, technical support services and training associated with London Underground's existing Kirow 250 cranes, Switch-Tilt wagons and associated engineering vehicles. A change of supplier would result in services, support arrangements and replacement components that are different from, or incompatible with, the existing assets and established maintenance and assurance framework. Kirow Ardelt GmbH retains responsibility for the technical documentation and engineering assurance processes necessary to support the continued operation of the assets. The Engineering Vehicle fleet is critical to the delivery of Modular Points and Crossings (MPaC) works and wider infrastructure maintenance activities across the London Underground network. Continued access to compatible OEM support, technical expertise and replacement components is required to maintain fleet availability and operational capability.
