Summary of the contracting process

The Nursing and Midwifery Council (NMC) intends to procure data migration services to move cases and documents from legacy systems into Microsoft Dynamics and SharePoint, respectively. The scope also includes transferring case-related data and documents for closed cases into designated storage functionality. The NMC is considering appointing one or more suppliers, potentially with responsibility for cases, documents or both. This is an information technology services requirement, covering migration work for the NMC’s systems in the United Kingdom. The work is intended to support the transition from legacy case and document management arrangements to the NMC’s target platforms and storage.

This procurement is at the planning stage. The NMC is conducting preliminary market engagement before any procurement activity, including an expression-of-interest process and request-for-information questionnaire; there is no invitation to tender at this stage. The engagement is intended to establish supplier capacity, likely delivery costs and timescales, and to test the proposed approach so that future tender requirements are clear and realistic. The buyer expects a subsequent notice around January 2027. The planned contract period is from April to October 2027, with a possible extension to January 2028. The buyer has not set out a procurement procedure or estimated contract value. The requirement is treated as above the relevant threshold and is identified as suitable for SMEs.

The engagement is aimed at suppliers with the technical capability and delivery capacity to migrate case data and documents from legacy platforms into Microsoft Dynamics and SharePoint, including transferring records for closed cases into designated storage. Suppliers able to handle case migration, document migration or both may be relevant, as the NMC is considering one or more providers. Experience planning and executing data and document migrations, validating the approach, and estimating practical delivery timescales and costs would be useful when responding to the engagement. The NMC is seeking market evidence on suppliers’ ability and capacity, rather than bids for a defined specification; input may help shape the eventual requirements. The requirement is marked as suitable for small and medium-sized enterprises.

Planning Information

The preliminary market engagement (PME) exercise is being undertaken to inform the upcoming procurement for the provision of a supplier that can support the NMC with the migration of cases, documents or both from legacy systems to Microsoft Dynamics and SharePoint respectively. Also, will include migrating case related data and documents relating to closed cases to designated storage functionality. The purpose of the PME exercise is to: Confirm the market’s ability and capacity to deliver the required services. Identify the likely cost and timeframe for delivery of the services required. Test and validate the proposed approach. This information will help us ensure any future tender documentation, particularly the specification, is clear, proportionate and realistic in reflecting our requirements and expectations – prior to undertaking a procurement exercise. This information will be gathered via a RFI questionnaire which includes an EOI process. Any contract start and end dates, including extension periods published as part of this PME notice are estimates only.
