Summary of the contracting process

The Home Office’s Border Security Command intends to procure navigation charts and publications, with related update and support services, for its cutter and coastal patrol vessel fleet. The anticipated scope covers four cutters and six coastal patrol vessels. Products are expected to include electronic navigation charts for UK territorial waters, the UK Exclusive Economic Zone and the near continent; digital navigation publications; and paper charts and publications while supported by the UK Hydrographic Office. The requirement also includes weekly product updates, including paper-chart tracings and temporary and preliminary notices, plus round-the-clock support for crews needing products at short notice and for technical issues with supplied software or hardware. Delivery is across the United Kingdom and relevant near-continent waters.

This is at the planning stage: the Home Office is conducting market engagement to inform its procurement strategy and specification, and has not yet issued an invitation to tender. The buyer expects to share the full requirement in further market engagement before tendering; details, including the contract dates, may change following feedback. The engagement questionnaire seeks supplier views on feasibility, technical and commercial challenges, alternative or innovative solutions, and additional services that could improve crew safety or efficiency. Responses were requested by 12:00 on 23 October 2026. The anticipated contract period is 29 April 2027 to 28 April 2030, with options for two one-year extensions, potentially extending to 28 April 2032. The estimated gross value is £660,000. A further notice is expected on 18 January 2027.

This requirement is likely to suit suppliers able to provide electronic navigation charts and digital publications covering UK waters and the near continent, alongside paper products where they remain supported by the UK Hydrographic Office. Suppliers should consider whether they can maintain weekly updates across the product range, including tracings and temporary and preliminary notices for paper charts, and provide continuous operational support to vessel crews for urgent chart or publication needs. The buyer is also seeking market insight on technical and commercial feasibility, different or innovative solutions, and additional charting, publication or information services that could improve safety or efficiency for operational crews and support staff. Small and medium-sized businesses are identified as suitable for the procurement. Engagement is intended to help shape the eventual specification, so relevant suppliers can contribute before tendering.
