Summary of the contracting process

Ards and North Down Borough Council is seeking suppliers for a framework to supply and deliver waste containers at its household recycling centres. The requirement covers recycling equipment, refuse skips and containers for waste materials, with scope to buy related ancillary items, components and equipment used to maintain, repair and operate waste containers and recycling facilities. This is a goods contract, and the delivery locations are the Council’s household recycling centres in the Ards and North Down area. The framework is intended to provide a route for the Council to order the required containers and associated equipment as needed.

The Council invited tenders through an open procedure to establish a closed framework with up to three suppliers. This is a single-lot procurement. The estimated value is £220,000 excluding VAT (£264,000 including VAT). The tender submission deadline was 9 November 2026 at 12:00, and the deadline for enquiries was the same. The framework was scheduled to run from 4 January 2027 to 3 January 2028, with options for three further 12-month extensions, subject to satisfactory performance and mutual agreement; the maximum period runs to 3 January 2031. Suppliers may be appointed to contracts with or without reopening competition. Evaluation is weighted 80% on cost and 20% on the service delivery plan. Suppliers need to demonstrate the required insurance cover, meet the specification, satisfy health and safety requirements, and meet the stated minimum experience standards. The Council intends to appoint no more than three suppliers, so bidders need the capacity to supply a range of containers to household recycling centres and perform reliably under a framework arrangement. The service delivery plan is the quality element of the evaluation, so suppliers should be prepared to explain how they will organise and deliver the work. The Council may extend the arrangement where performance is satisfactory and both parties agree.
