Summary of the contracting process

Essex County Council bought annual access to Experian’s Mosaic Public Sector household segmentation service for the Essex county area, excluding Southend and Thurrock. Mosaic classifies UK households into social, cultural and economic groups and types, using more than 1,200 indicators covering demographics, lifestyles and communication preferences. The service provides household-level data across more than 650,000 households in the council’s area, with data updated annually. The council can use it to identify residents by chosen characteristics, understand service-user profiles and future demand, tailor communications, target preventative resources, and inform campaigns. This is a specialist data and customer-segmentation service rather than a general research commission; the dataset is Experian’s proprietary product. Delivery is for Essex County Council’s area in Essex.

The procurement is complete and the contract has been awarded to Experian Ltd. The award is active and the contract is active. It covers one lot and is a two-year extension to an existing contract. The contract was signed on 24 September 2026 and runs from 10 October 2026 to 9 October 2028. Its gross value is £29,150. The procurement was described as below threshold, with the specific method recorded as unknown. The contract is for annual provision of the Mosaic Public Sector service. No separate award date or evaluation criteria are stated in the available process details.

This outcome demonstrates demand from Essex County Council for household-level segmentation that supports service planning, resident targeting and communications. Suppliers competing for a similar requirement would need to offer a credible, maintained dataset with granular local coverage, meaningful demographic and lifestyle indicators, and a dependable annual update cycle. The ability to classify households into usable segments and support applications such as profiling service users, anticipating demand and targeting preventative resources is central to the requirement. The selected supplier was Experian, whose Mosaic dataset is proprietary and established for public-sector use. Competitors would need to show that their data can provide comparable breadth and depth for Essex households, together with the service capability to make the information useful for council decision-making and resident engagement.
