Summary of the contracting process

Avon Fire Authority, through Avon Fire & Rescue Service, is considering a single principal contractor to coordinate multidisciplinary estates services across its estate. The work is expected to cover building maintenance and repair, property and estates services, engineering and construction advice, building services and specialist works. It is a service contract intended to give the Service a coordinated, long-term approach to managing its estate. The buyer is based in Portishead, and the services are for its estate; no individual delivery sites are identified in the procurement information. The service mix may suit a contractor able to bring together property and facilities management with building-services expertise and access to specialist works capability.

This is at the planning stage: Avon Fire & Rescue Service is conducting preliminary market engagement to understand supplier capability, commercial models and the practical requirements for a long-term partnership. It is not yet an invitation to tender, and the Service has not committed to proceeding or awarding a contract. The buyer expects a further notice around February 2027. The anticipated contract period is from June 2027 to May 2030, with a possible extension to May 2032. The stated potential term is five years. The estimated value is approximately £600,000 per year; the published total estimate is £3 million excluding VAT and £3.6 million including VAT. The procurement is planned as one lot, with SMEs considered suitable. No evaluation basis or supplier eligibility requirements are set out at this stage.

The engagement is intended for contractors with relevant experience coordinating estates, building services and specialist works, and able to advise on practical delivery models and the requirements of a sustained partnership. Suppliers with the capacity to act as a principal contractor and bring multiple disciplines together are likely to be well placed, whether through in-house teams or specialist delivery partners. The Service is seeking market insight into available capability and commercial approaches, so firms able to explain how they would organise and coordinate services across an estate can contribute to shaping the future procurement. Small and medium-sized businesses are identified as suitable, which may make the work relevant to specialist firms as well as larger integrated contractors. This is preparation for a possible future competition, not a contract to bid for now.
