Summary of the contracting process

Durham County Council is buying ongoing maintenance, calibration and potential repair of workshop equipment used by its fleet team. The service covers all equipment across four council workshops supporting around 1,100 vehicles and 3,000 powered equipment items. The sites carry out MOT testing, and Meadowfield Depot also operates a DVSA-authorised testing facility lane. Work is intended to keep equipment in service, minimise downtime and ensure testing bays are fully utilised. The workshops operate five days a week, with evening and weekend access to handle breakdowns and repairs; the wider fleet operation runs around the clock. Delivery is across County Durham. This is a vehicle and workshop-equipment maintenance and repair service (CPV 50100000).

The buyer invited tenders through an open competition under the below-threshold procedure. The enquiry deadline was 10 November 2026 at 12:00 UTC, and the tender submission deadline was 17 November 2026 at 12:00 UTC; bids are submitted electronically through the OPEN Portal. The contract is scheduled to run from 4 January 2027 to 3 January 2030, with two optional 12-month extensions, giving a possible end date of 3 January 2032. The estimated value is £105,000 excluding VAT (£126,000 including VAT). There is one lot covering the service. Evaluation is based on four technical questions, each weighted at 10%, and a pricing schedule weighted at 60%.

This opportunity suits suppliers able to maintain, calibrate and repair a varied range of workshop equipment used in a busy local-authority fleet operation. Relevant experience should include supporting vehicle workshops and equipment associated with MOT testing; familiarity with the operational demands of a 24-hour fleet service and minimising equipment downtime would be useful. Suppliers need capacity to cover four workshop sites across County Durham and respond to equipment issues so that testing bays remain usable. The requirement includes evening and weekend access to workshops for breakdowns and repairs, alongside routine activity at sites operating five days a week. The evaluation gives most weight to price, while technical responses account for the remaining assessment, so bidders need both a competitive cost proposal and credible technical answers.
