Summary of the contracting process

London and South East University Group is buying a high-speed spectrometer system for the Impact Facility at the University of Kent. The instrument will be attached to a two-stage light gas gun and used in laboratory simulations of hypervelocity impacts relevant to spacecraft and planetary science. The work supports research into space debris: developing detectors for small debris, investigating how debris shape affects spacecraft damage and ejecta, and examining possible effects when deorbiting satellites re-enter the atmosphere. The equipment is for delivery in the South East of England. This is a supply contract for scientific spectrometry equipment (CPV 38433000).

The buyer invited offers through a below-threshold open competition. The enquiry deadline was 13 November 2026 at 12:00 UTC, and the submission deadline was 20 November 2026 at 12:00 UTC. The contract period runs from 7 December 2026 to 1 April 2027. The estimated value is £115,833.33 excluding VAT (£139,000 including VAT). The procurement is a single lot. Award is based on the most advantageous tender, with technical criteria weighted at 80% and commercial criteria at 20%; the highest-scoring participant is intended to receive the contract. Suppliers submit responses electronically through the EU-Supply portal after registering their company details.

This opportunity suits suppliers able to provide a high-speed spectrometer system and support its use as an attachment to a two-stage light gas gun. Relevant experience may include scientific instrumentation for laboratory impact testing, spacecraft or planetary science, and equipment for analysing fast transient events or debris impacts. The system will support a university research facility with more than 30 years’ experience simulating hypervelocity impacts, publishing research and presenting at conferences. Suppliers should be prepared to demonstrate strong technical performance, since technical considerations carry substantially more evaluation weight than commercial factors. The research is funded through a European Research Council grant and focuses on space-debris detection, impact damage and satellite re-entry effects.

Notice Title

High-Speed Spectrometer System

Notice Description

The Impact Facility at the University of Kent is looking to procure a High-Speed Spectrometer System for attachment on to a two-stage light gas gun as part of its new ERC funded project. The Impact Facility has been operating for over 30 years, focusing on the laboratory-based simulation of hypervelocity impact events relevant to spacecraft and planetary science. The Impact Group regularly presents results at national and international conferences and publishes across a range of science and technology focused journals. The funding acquired for this equipment is a European Research Council Consolidator Grant entitled PROSPER that has been awarded to Dr Penelope Wozniakiewiczs. The PROSPER project focuses on the growing issue of space debris, which poses a threat to orbiting satellites and continued safe access to space. The specific goals being addressed by the Impact Group will be: * Developing advanced detectors to better understand small debris * Studying how debris shape affects the damage it inflicts on spacecraft and ejecta that is created * Examining the potential side effects deorbiting satellites could bring when they re-enter the atmosphere
