Summary of the contracting process

Pembrokeshire County Council, on behalf of the South West Wales Corporate Joint Committee and its partner authorities, is commissioning specialist consultancy to assess a pilot catchment-scale anaerobic digestion and nutrient recovery project at Cwm Gwyrdd Nantycaws, in Carmarthenshire. The study will examine using agricultural slurry and other organic waste to generate renewable energy and recover nutrients, alongside river restoration and circular-economy goals. It will assess technical, environmental, regulatory, commercial and financial viability, including opportunities to turn digestate into higher-value products such as biochar. The work is intended to produce an investment-ready Outline Business Case with recommended delivery, ownership and financing models, and potentially a framework that can be replicated in priority Welsh catchments. Delivery is in South West Wales. This is environmental and engineering feasibility, business-case and advisory consultancy (including CPV 90713000).

The buyer invited tenders through an open procedure. The contract is for one lot, with an estimated value of £250,000 excluding VAT (£299,999.97 including VAT); the evaluation allows for both a £125,000 and a £250,000 funding option. The stated contract period runs from 14 December 2026 to 31 March 2027. The deadline for questions was 4 November 2026 at 18:00, and tenders were due by 11 November 2026 at 14:00. The award decision was scheduled by 1 December 2026. Quality accounts for 60% of the evaluation: methodology and delivery approach 20%, team and relevant experience 15%, project management and assurance 10%, added value and innovation 10%, and stakeholder engagement 5%. Price accounts for the remaining 40%.

This commission suits multidisciplinary consultancies able to combine anaerobic digestion and engineering expertise with environmental assessment, agricultural nutrient management, river-catchment recovery and commercial and financial analysis. Suppliers will need to integrate technical, environmental, regulatory, commercial and stakeholder requirements, gather and analyse evidence, and develop both a feasibility study and an investment-ready business case. Strong bids will show recent examples of business cases, feasibility studies and multidisciplinary environmental projects, supported by qualified personnel and a credible delivery team. The work also demands robust programme governance, reporting, quality assurance and risk management, including the ability to manage specialist subcontractors. Suppliers should be able to engage farmers and land managers, councils, regulators, communities, infrastructure operators and industry. Innovative analytical tools, useful datasets, knowledge transfer, training and a replicable approach are relevant strengths. SMEs are considered suitable for this opportunity.

Notice Title

Specialist Consultancy Services for the South West Wales Datgloi Powering Cleaner Rivers Project

Notice Description

Pembrokeshire County Council on behalf of the South West Wales Corporate Joint Committee is developing the South West Wales DATGLOI Powering Cleaner Rivers project to explore how catchment-scale anaerobic digestion can support Wales's climate change and nature recovery targets by bringing together agricultural nutrient management, renewable energy generation, river restoration and circular economy innovation within a single integrated model. The project will focus on the potential development of anaerobic digestion infrastructure at a pilot site at Cwm Gwyrdd Nantycaws; the emerging circular economy park in Carmarthenshire. The study will assess how agricultural slurry, and other organic waste streams could be collected, processed and converted into renewable energy, while also supporting improved nutrient management in sensitive river catchments. It will investigate how anaerobic digestion could improve slurry management, generate low-carbon energy, recover nutrients for reuse and export out of the catchment, reduce reliance on imported fertilisers, and support wider catchment recovery objectives. The project will also explore opportunities to process digestate into higher-value products, including potential biochar applications, creating further opportunities for carbon sequestration and circular economy development. The purpose of this commission is to determine the technical, environmental, regulatory, commercial and financial viability of delivering catchment-scale anaerobic digestion and nutrient recovery infrastructure within the South West Wales region to solve multiple complex challenges. The purpose of this commission is to: 1. Determine the technical, environmental, regulatory and commercial viability of a catchment-scale anaerobic digestion facility using Nantycaws/Cwm Gwyrdd as a pilot test site. 2. Assess the contribution that strategically planned nutrient recovery infrastructure could make towards nutrient neutrality, river restoration, climate mitigation and circular economy objectives. 3. Develop an investment-ready Outline Business Case that identifies preferred delivery, ownership and financing models. 4. Where additional funding is available, develop a replicable framework that can be applied across priority Welsh catchments. 5. Provide SWWCJC and partner authorities with a robust evidence base to support future investment decisions.

Planning Information

South West Wales Corporate Joint Committee undertook a period of market engagement prior to the announcement of the DATGLOI fund within the Anaerobic Digestion sector with projects funded by Welsh Government via Smart Living WSRID (Whole Systems Research and Innovation for Decarbonisation) and the SBRI Agri-Food Technology Challenge. Discussions were held with a small number of organisations possessing relevant technical knowledge, experience and expertise as the SWWCJC looked at opportunities for anaerobic digestion to tackle nutrient management challenges alongside energy generation. The purpose of the engagement was to improve the organisation’s understanding of the market and inform the development of an appropriate regional strategy and identify opportunities for project development. Participation in the engagement did not confer any advantage, preference or commitment in relation to any future procurement opportunity. No supplier was selected, shortlisted or otherwise favoured as a result of the engagement. The engagement demonstrated market interest future projects and identified a range of potential technical, operational and delivery approaches. This complemented wider stakeholder engagement undertaken at sector events. The information obtained through the market engagement has been used solely to inform the Authority's understanding of the market and the development of its requirements. The engagement has not determined the final specification, procurement procedure, award criteria, contract structure or the selection of any future supplier. Any future procurement will be conducted through a fair, open and competitive process. All interested and eligible organisations will have an equal opportunity to participate. Relevant non-confidential information and key findings arising from the preliminary market engagement will be made available through the procurement documentation where appropriate to ensure transparency and maintain a level playing field for all potential tenderers.
