Summary of the contracting process

Worcestershire County Council is procuring short-break services for children and young people with disabilities or special educational needs, including those with complex needs. The four lots cover overnight respite in an approved foster carer’s home; overnight respite in a registered children’s home; one-to-one or two-to-one domiciliary care, including personal care and household tasks; and support at home and to access activities in the community. The services are intended to improve access to suitable breaks and support children’s care, welfare and individual outcomes. Delivery is in Worcestershire. The arrangement is an open framework that will establish an approved supplier list, with subsequent contracts awarded through call-off procedures. Suppliers may apply for one or more service areas.

The buyer invited offers through an open procedure to establish a framework, with one assessment process across all four lots. Enquiries were due by 28 October 2026 at 16:00, and tender submissions by 16 November 2026 at 16:00. The stated award decision date was 21 December 2026. All lots have a contract start date of 1 March 2027. Lots 1, 3 and 4 are scheduled to run to 31 October 2034; Lot 2 to 31 October 2030. Estimated values are £2 million each for Lots 1 and 2, £2.92 million for Lot 3 and £7.6 million for Lot 4, excluding VAT. The overall estimated value is £14.52 million excluding VAT (£17.424 million including VAT). Assessment covers a procurement-specific questionnaire and a quality questionnaire, including social value.

This opportunity suits providers able to deliver specialist support to children and young people with disabilities, SEND or complex needs, and to safeguard and promote their welfare. Foster-care providers should be able to offer planned overnight respite in an approved foster carer’s family home and meet applicable regulatory standards. Residential providers need a registered children’s home setting and the ability to deliver planned overnight breaks. Domiciliary care providers need capacity for one-to-one or two-to-one support in children’s homes, including daily living, personal care and household tasks. Support-worker providers need to assist children at home and facilitate participation in community activities. The Council indicates that all four lots are suitable for small and medium-sized businesses and voluntary, community and social enterprises. Bids are assessed on quality, including social value.
