Summary of the contracting process

Arc Property Services Partnership Limited is considering a framework for supplying temporary agency workers to support operational and professional services. Roles may include administrative and business support staff, technical and professional personnel, construction and built-environment specialists, project and programme managers, engineers, surveyors and other specialist temporary workers. Health and social care professionals are excluded. The framework is intended for use by Arc Property Services Partnership, VIA East Midlands Limited, and SCAPE Group and its group companies. Delivery is expected across the East Midlands and Yorkshire and the Humber. The buyer is exploring a single-supplier arrangement to provide a compliant and flexible route for engaging temporary staff. It wants market feedback on capability, delivery models, contractual arrangements and commercial practice before developing a formal procurement.

This is the planning and preliminary market-engagement stage: the buyer has stated an intention to procure, but has not started a competition or issued an invitation to tender. It is exploring a single-supplier framework, with the final procurement structure and documentation to be decided after engagement. The indicative contract period runs from 1 September 2027 to 31 August 2029, with a possible extension to 31 August 2031. The estimated value is £4 million excluding VAT (£4.8 million including VAT). Market engagement is planned before procurement, with feedback potentially gathered through questionnaires, supplier meetings, written responses and draft-document reviews. Participation is voluntary; interested organisations were invited to register by 16 November 2026. This is an engagement exercise, not a bid deadline or a guarantee of a future contract.

The proposed framework may suit recruitment agencies, employment businesses and managed service providers with the capacity to source temporary staff across a broad range of business, technical and built-environment roles. Suppliers with specialist recruitment reach in construction, engineering, surveying, project management or professional services may be relevant, as may firms experienced in supplying temporary workers through single-supplier or managed-service models. The buyer is seeking practical input on NEC4 framework terms and bespoke amendments, call-off arrangements, pricing and charging, inflation, performance management, service levels and reporting. It also wants views on supply-chain management, agency-worker compliance, vetting, onboarding, specialist site-management skills and worker substitution. Experience delivering services under NEC-based contracts is relevant to the engagement. Suppliers can also help shape proportionate selection and award criteria, KPIs, risk controls and measures to reduce barriers and improve competition and value for money. The engagement itself gives no advantage or disadvantage in any later competition.
