Summary of the contracting process

Seaton Valley Community Council is procuring a complete replacement inclusive playpark for children approximately aged 0–12 at Welfare Park on Beresford Road, Seaton Sluice. The works include removing the existing equipment and designing, supplying and installing the replacement, with project management, groundworks, compliant safety surfacing, metal perimeter fencing with accessible and maintenance gates, an accessible picnic table, at least two low-maintenance benches, signage, independent post-installation inspection and handover. Required play equipment includes a substantial multi-play structure with climbing, adventure and inclusive slide play; a four-bay swing set for different ages and abilities; an inclusive roundabout or seesaw; and at least one further distinct inclusive feature. Sensory play and other additional inclusive features are also welcomed. This is a recreation installation project.

The Council invited tenders through an open competition under a single lot. The submission deadline was 12 noon on 11 November 2026, and clarification questions were due by 12 noon on 21 October 2026. Bids were to be submitted electronically by email. The contract period is scheduled from 18 December 2026 to 1 April 2027. The fixed price for the mandatory scheme must not exceed £115,000 excluding VAT; optional enhancements may be priced separately. Evaluation weights play value, equipment quality and age suitability at 25%, inclusivity and accessibility at 20%, design, layout and family facilities at 10%, durability, maintenance and whole-life value at 10%, delivery programme and project management at 5%, and fixed price at 30%.

This opportunity suits small and medium-sized businesses, voluntary, community and social enterprises, and specialist playpark contractors able to deliver an integrated design-and-installation project. Suppliers need to combine play equipment selection and design for children of different ages and abilities with groundworks, safety surfacing, fencing and accessible site features. The scheme places substantial emphasis on inclusive play, age suitability, durable low-maintenance equipment and whole-life value, so relevant experience designing accessible play spaces and selecting robust equipment will be useful. Contractors must also be able to manage the programme, coordinate installation and groundworks, and arrange independent inspection and handover. A credible delivery plan and project management capability are part of the scored assessment. The requirement includes multiple equipment types and supporting facilities, making capacity to deliver the complete scheme important; optional enhancements can be offered separately.
