Summary of the contracting process

Solihull Metropolitan Borough Council is planning to commission NHS Health Checks and long-acting reversible contraception (LARC) services in primary care settings across Solihull Borough. The Council favours GP practices and primary care networks as the core delivery model, while remaining open to other approaches. Separate outreach provision for both programmes is being commissioned elsewhere. Health Checks must include follow-up for people found to have cardiovascular risk factors, referrals into prevention and treatment pathways, and effective handling of abnormal results. The LARC service is intended to provide access to appropriately trained clinical staff, safeguarding arrangements and integrated sexual and reproductive healthcare pathways. This is a healthcare services procurement covering two service areas, not a contract for outreach delivery.

The process is at the planning and pre-market engagement stage: the Council is gathering provider views to inform future commissioning, and has not issued an invitation to tender. It expects a cost-and-volume contract, with payment based on agreed activity delivered. The stated estimated value is £2,259,950. Providers were asked to submit an electronic market-engagement questionnaire by 5pm on 19 October 2026; this is an engagement date, not a tender deadline. The Council expects a further notice on 1 February 2027. The anticipated route is under the Health Care Services (Provider Selection Regime) Regulations 2023. The Council describes its preferred model as primary-care delivery, while inviting views on alternatives; formal commissioning decisions will follow the engagement.

The planned services are suited to providers with established primary care delivery, particularly GP practices and primary care networks, or organisations able to work effectively with them. Relevant capability includes delivering NHS Health Checks and LARC interventions, employing suitably trained clinical staff, and managing follow-up for cardiovascular risk, referrals, abnormal results and safeguarding. Providers should be able to connect services with wider prevention, treatment, sexual and reproductive healthcare pathways. The buyer expects delivery costs to cover clinical governance, premises, management, administration, reporting and mobilisation-related arrangements within the unit cost, rather than through separate allocations. Suppliers considering the future commissioning should therefore be able to cost activity sustainably and accommodate these operational overheads. The engagement is intended to hear from potential providers about delivery capability, risks and opportunities before the Council settles its commissioning approach.

Lot Information

Lot 1

Solihull Metropolitan Borough Council is undertaking this pre-market engagement exercise to inform the future commissioning of both the NHS Health Check and Long-Acting Reversible Contraception (LARC) services.
Both services are currently delivered through primary care providers, and the Council's preferred commissioning approach is to maintain primary care as the core delivery model. Additional outreach models for both programmes are procured separately. Through this engagement, we are seeking to understand the market's, capability and views in relation to the future delivery of these services, whilst recognising our preference for delivery through GP practices and primary care networks.
The Council considers primary care to be the most appropriate and effective setting for the delivery of NHS Health Checks and LARC. However, we are open to consider other options.
For NHS Health Checks, as a minimum and in accordance with best practice, following completion of the check the model requires follow-up of individuals identified with cardiovascular risk factors, supports referral into wider prevention and treatment pathways, and enables seamless management of abnormal results. For LARC services, the model requires access to suitably trained clinical staff, established safeguarding arrangements, and integrated sexual and reproductive healthcare pathways.
The proposed contracting approach is expected to remain a cost and volume contract, with providers reimbursed based on agreed activity delivered. There is currently no separate budget allocation for management, mobilisation, infrastructure or administration costs, and providers should consider this when responding to the questionnaire. Any overheads, administration, reporting, clinical governance, premises and management arrangements would be expected to be accommodated within the unit cost. Costs per intervention are provided.
The purpose of this engagement is to gather market intelligence, understand potential risks and opportunities, and ensure that any future procurement process is informed by the views and expertise of potential providers before formal commissioning decisions are made.

Providers are asked to complete the Preliminary
Market Engagement questionnaire and submit electronically via https://solihull.my.site.com/s/ by 5pm on Monday 19 October 2026.
