Summary of the contracting process

NHS Norfolk and Suffolk Integrated Care Board is seeking providers for neighbourhood mental health crisis-alternative services across Norfolk and Suffolk. The procurement covers two services. The partnership service is intended to provide a network of physical locations for psychosocial support, including peer and one-to-one support, group sessions and outreach, with telephone or online support where proposed. The outreach service is intended to identify opportunities to prevent hospital admission and support discharge, working with people’s mental healthcare providers to deliver support at home or in the community. This is health service provision, rather than a purchase of goods or construction works.

The buyer invited offers through an open competitive process under the Provider Selection Regime. The procurement is divided into two lots: the partnership service, valued at £13.5 million, and the home and community outreach service, valued at £8 million. A provider may be awarded both lots. The stated total estimated value is £21.5 million. Contracts are planned to start on 1 October 2027, run for three years and have an option to extend for up to two further years. Offers were due by 12:00 on 27 November 2026, submitted through the Atamis e-procurement portal; the buyer scheduled the award stage to start at 13:00 that day. Alternative bids are not allowed. The notice gives no evaluation basis.

This opportunity is relevant to providers able to deliver community-based mental health support in Norfolk and Suffolk. The partnership lot suits organisations able to operate or coordinate a network of accessible physical locations and provide peer support, individual sessions, group activities and outreach. Providers proposing telephone or online support would also need to deliver those channels. The outreach lot suits providers with the ability to identify people at risk of admission or needing discharge support early, coordinate with mental healthcare providers and deliver practical support in home and community settings. Organisations with capacity to cover the relevant service area and manage the two service models may be well placed to compete. The service descriptions do not state particular professional accreditations or qualifications.
