Summary of the contracting process

South Yorkshire Mayoral Combined Authority is procuring a children’s welfare service: a South Yorkshire-wide programme for children and young people aged 10–17 who use harmful behaviour towards parents, carers, siblings or other family members, including abuse directed at parents or carers. The service must support affected family members as well as the young people. It combines assessment and risk management, support for parents and carers, therapeutic and behaviour-change work, safeguarding, family relationship support, multi-agency coordination and follow-up. Delivery is to be trauma-informed, tailored to age, communication needs and neurodiversity, and available through community venues, Family Hubs, schools, partner premises and online where appropriate. The service covers South Yorkshire.

The buyer invited tenders through an open procedure. The enquiry deadline was 22 October 2026 at 23:59 BST, and the submission deadline was 2 November 2026 at 12:00 GMT. The contract is scheduled to run from 24 November 2026 to 31 March 2029, with renewal possible subject to additional funding and satisfactory performance. The stated maximum extent is 31 March 2033. The estimated value is £2,600,282 excluding VAT (£3,120,000 including VAT). There is one lot. Evaluation is weighted 90% quality and 10% social value. Economic and technical selection criteria apply; the buyer directs suppliers to the tender documents for their details.

This opportunity suits providers able to deliver specialist support to vulnerable children, young people and families across South Yorkshire, including small and medium-sized businesses and voluntary, community or social enterprises. The work calls for practitioners experienced in child and family interventions involving harmful behaviour and family safety. Delivery capability should encompass safeguarding, victim safety and risk management; assessment and safety planning; therapeutic and behaviour-change support; work with parents and carers; and coordination with multiple agencies. The service approach is expected to use motivational interviewing, cognitive behavioural techniques, emotional regulation interventions and restorative practice. Providers need to tailor interventions to developmental stage, communication needs and neurodiversity, involve parents or carers in work with under-16s, and support older teenagers’ transition towards adulthood. A blended delivery model across community and partner settings, schools, Family Hubs and online support is envisaged.
