Summary of the contracting process

Leicestershire Partnership NHS Trust buys a full cardiology service for patients receiving care at its mental health sites and community hospitals. The service covers cardiology tests, with tests for mental health inpatients carried out on site where possible; otherwise, Trust staff escort patients to the Cardiac Investigations Department. Outpatients and community-hospital patients attend that department for testing. Cardiac Physiology staff make the initial recordings, and interpretation and reports are available from the department on request. The service is delivered across Leicestershire Partnership NHS Trust sites. This is a hospital-based cardiology service, including diagnostic testing and clinical interpretation, rather than a purchase of equipment alone.

The procurement is complete and the contract was awarded to University Hospitals of Leicester NHS Trust. The award was made on 1 April 2026 under Provider Selection Regime Direct Award A, without a published competition; the Trust said the existing service had no realistic alternative provider because of its integrated services, systems and processes. The contract was signed on 31 March 2026 and is active, running for two years to 31 March 2028. Its value is £420,260. One bid was recorded. The sole lot covered the full cardiology service and was evaluated on price. For urgent referrals, the service requires patients to be seen within 24 hours; non-urgent ECG referrals are to be seen within five working days, while other routine referrals enter the department’s waiting list.

This award indicates continuing demand from Leicestershire Partnership NHS Trust for an integrated cardiology service supporting mental health inpatients and community-hospital patients. A credible competitor for a future requirement would need to provide cardiology testing across Trust sites, arrange testing in the appropriate care setting where practicable, and support escorted access to a cardiac investigations department when on-site testing is not possible. The service also calls for cardiac physiology capability to record test results, access to interpretation and reporting, and capacity to respond to urgent referrals within 24 hours and non-urgent ECG referrals within five working days. The buyer selected the existing provider through a direct award, citing the integrated nature of its services, systems and processes and the absence of a realistic alternative. Suppliers would therefore need to demonstrate how they can deliver a reliable, joined-up service across these settings.
