Summary of the contracting process

Folkestone and Hythe District Council, acting jointly with Dover District Council and Thanet District Council, sought a supplier to provide pest control services across the three districts. The service is intended to meet residents’ pest control needs, including discounted rates for qualifying benefit recipients. The councils planned to appoint one shared provider, with each council issuing its own contract. The work covers pest control service delivery, including responding to infestations and emergencies, managing bookings and complaints, and maintaining service continuity. The buyer is Folkestone and Hythe District Council; Dover and Thanet are joint buyers. Delivery is across the districts served by the three councils in Kent.

The councils invited tenders through a one-stage open procedure. The procurement was cancelled on 19 October 2026 because the tender notice incorrectly identified the contract as above the relevant threshold. The council stated that a replacement tender had been published. Under the cancelled tender, questions were due by 9 November 2026 at 23:59, and bids by 17 November 2026 at 13:00. The planned contract period was 4 January 2027 to 3 January 2030, with two possible 12-month extensions subject to satisfactory performance. The estimated value for the potential five-year term was £600,000 excluding VAT. Evaluation weighted standard-rate and discounted-rate prices at 30% each; quality criteria covered best practice, cost control, operations, complaints, and added value and innovation.

This requirement suits pest control providers able to serve three council districts through a single coordinated operation. The councils sought evidence of mobilisation across all three contracts, sufficient staffing and resources, triage and booking arrangements, emergency and out-of-hours response, escalation of public-health or property risks, and continuity during staff absence, equipment failure or severe weather. Suppliers also needed a complaints process, cost-control measures and the ability to offer concessions to eligible residents. The specified technical requirement was membership of the British Pest Control Association or another relevant pest-control professional body. Bids were also assessed on maintaining industry best practice, regulatory updates, quality assurance, health and safety systems, relevant accreditations and professional memberships, and proposals for service improvements, innovative treatments, technology and prevention of future infestations.
