Summary of the contracting process

Lifestone Home Limited is seeking a provider of internal audit services for its group and subsidiaries. The work covers an independent, objective audit service, including a risk-based internal audit programme, assurance reviews and related advisory services. The provider will give the Board, Audit and Risk Committee and Executive Team assurance on the effectiveness of governance, risk management and internal controls. Services are to follow the current Global Internal Audit Standards and relevant sector best practice. This is a professional services requirement for organisations with internal audit expertise; delivery is across the Lifestone group in the United Kingdom.

The buyer invited offers through an open, competitive flexible procedure. It has two stages: initial bids are assessed against participation conditions, price and quality, with the three highest-scoring tenderers invited to present; presentation scores are combined with first-stage scores to determine the winner. Enquiries were due by 4 November 2026 at 17:00, and bids by 13 November 2026 at 17:00. The award decision was scheduled by 4 January 2027. The contract runs from 18 January 2027 to 17 January 2030, with two possible 12-month extensions, potentially taking it to 17 January 2032. Estimated value is £1 million excluding VAT (£1.2 million including VAT). Quality carries 60%, price 20% and presentation 20%. Economic and technical participation conditions apply, as set out in the Participation Questionnaire. There is one lot.

This opportunity suits an established internal audit provider able to serve a group and its subsidiaries and deliver work across governance, risk management and internal controls. Suppliers will need to design and carry out a risk-based audit programme, conduct assurance reviews and provide related advisory support, while maintaining the independence and objectivity expected of an internal auditor. The buyer requires work to follow current Global Internal Audit Standards and relevant sector best practice. Bidders should be ready to demonstrate both economic and technical capacity through the participation conditions, then present their approach if shortlisted. The evaluation gives substantial weight to quality and includes a separate presentation assessment, so providers with credible delivery methods and the ability to explain them clearly are well placed to compete.
