Summary of the contracting process

Leicestershire Partnership NHS Trust commissioned specialist stroke rehabilitation delivered in community stroke units. The service is based on stroke consultants attending two sessions per site each week; during leave, one session per site may instead be provided by a suitably trained registrar. Delivery locations are Ward 1 at St Luke’s Community Hospital in Market Harborough and Coalville Community Hospital. This is a healthcare service rather than a purchase of goods or construction work, and its focus is consultant-led rehabilitation for stroke patients in community hospital settings. The arrangement continues an existing service and was awarded to University Hospitals of Leicester NHS Trust.

The contract has been awarded to University Hospitals of Leicester NHS Trust through Provider Selection Regime Direct Award Process A, without a published competition. The buyer stated that the nature of the healthcare service left no realistic alternative to the existing provider, and patients do not choose their provider. The procurement was evaluated on the stated basis of no realistic alternative provider/patient choice. The award date was 1 April 2026; the contract runs from 1 April 2026 to 31 March 2028. Its value is £291,120. The service specifies a maximum of 208 consultant sessions. One bid was recorded. The award is active and the contract is recorded as active.

For a future requirement of this kind, a credible provider would need to deliver specialist stroke rehabilitation in community stroke units and provide consultant cover at the required frequency across both Market Harborough and Coalville. The stated provision allows a suitably trained registrar to cover one session per site during consultant leave, so a supplier would need dependable clinical staffing and continuity arrangements that support this substitution. The buyer’s explanation for selecting the incumbent is commercially significant: it regarded the existing service and the nature of the healthcare provision as leaving no realistic alternative, with no patient choice of provider. Competing credibly would therefore depend not only on stroke rehabilitation expertise, but on demonstrating that the service can be maintained safely and consistently across the specified sites.
