Summary of the contracting process

West Northamptonshire Council is seeking a provider for a stop-smoking medication service covering Varenicline and Cytisine. The work includes consultations, patient assessment and supplying prescribed medication under Patient Group Directions, with referrals coming through the West Northamptonshire Stop Smoking Service. The service is intended to make suitable smoking-cessation treatment easier to access and support high-quality local stop-smoking provision. Delivery is across West Northamptonshire. This is pharmacy and healthcare service work, rather than a purchase of medication alone: suppliers would need to provide the clinical consultation and assessment as well as arrange the supply of the prescribed treatments.

The council invited tenders through a competitive process with negotiation to establish a framework, under the Provider Selection Regime. The procurement has reached tender, with offers invited electronically. The stated submission deadline is 11 November 2026 at 12 noon UTC. The contract is planned to start on 4 January 2027 and run for an initial 15 months, with an option to extend by up to 12 months, for a maximum total term of 27 months. The framework has a single planned provider. Its stated value is £309,871. Evaluation is weighted 60% for quality and 40% for price. The contract is not divided into lots, and variants are not permitted. A standstill period applies after the award decision.

This opportunity is best suited to a pharmacy or healthcare provider able to deliver a locally accessible smoking-cessation service, rather than a supplier that can only provide medicines. Providers need the clinical capability to consult with and assess people seeking help to stop smoking, operate under Patient Group Directions, and supply prescribed Varenicline or Cytisine following referrals from the council’s stop-smoking service. The combination of clinical delivery and medication supply means bidders need reliable prescribing and dispensing arrangements, as well as the capacity to support service users across West Northamptonshire. Quality carries greater weight than price, so evidence of a sound, high-quality approach to consultations, assessment, treatment access and service provision will be commercially important. The framework is planned for one provider.
