Summary of the contracting process

West Berkshire Council plans to recommission NHS Health Checks through a primary care pathway for eligible residents aged 40 to 74 in West Berkshire. The service covers the full pathway: identifying and assessing the eligible population, risk stratification, inviting and recalling residents, delivering checks, assessing cardiovascular risk, explaining individual risk, supporting behaviour change, referring patients onwards, clinical follow-up, and recording and reporting data. It is intended to improve access to preventative care, identify cardiovascular and related health risks, support better health outcomes and reduce health inequalities. Delivery is designed primarily through West Berkshire primary care practices, with a Primary Care Network lead practice or the Primary Care Federation potentially supporting coverage where individual practices do not contract. The service is general-practitioner and wider health services work.

This is at the planning stage: West Berkshire Council has set out its intention to procure, but there is no invitation to tender. The Council expects to use the Provider Selection Regime’s Most Suitable Provider Process and intends to select the provider or group of providers it considers most suitable without a competitive process, applying the regime’s five key criteria and basic selection criteria. It says formal provider assessment will not begin until at least 14 days after the notice is submitted for publication. A further notice is expected on 4 November 2026. The planned service period is indicated by the title as 2026–2029. No estimated contract value or budget is provided in the process information.

The planned model is aimed first at primary care practices in West Berkshire, making established local practices with the reach and clinical capacity to deliver checks across eligible residents particularly relevant. The service requires the ability to manage a whole population pathway, including outreach and recall, cardiovascular assessment, personalised communication of risk, behaviour-change support, referral and follow-up, alongside reliable data recording and reporting. Primary Care Networks and the Primary Care Federation may also be relevant providers, particularly where practices do not contract directly and wider population coverage is needed. The Council intends to identify a suitable provider or group of providers against the Provider Selection Regime’s key criteria and basic selection criteria; it does not plan to run a competitive process. Suppliers should therefore prepare to demonstrate fit against those criteria and the delivery needs described.
