Summary of the contracting process

NHS England commissioned a jointly hosted national clinical fellowship for pharmacy technicians. The role is intended to support NHS England policy implementation and regulatory preparedness, while addressing an identified gap in pharmacy technicians’ access to national leadership development. The work is aligned with an Agenda for Change Band 8a level and is a health service. It relates to the Chief Pharmaceutical Officer’s team and the development of a programme serving the pharmacy technician workforce in England, which includes approximately 22,000 registered technicians. The selected provider is the General Pharmaceutical Council, a large organisation based in London. The fellowship is a shared resource between NHS England and the regulator, rather than a general pharmacy service or a supply of medicines.

The procurement is complete and the contract is active. NHS England made a direct award below the relevant threshold without competition. The General Pharmaceutical Council was selected as supplier. The contract was signed on 13 October 2026 and runs from 13 October 2026 to 30 July 2027. Its value is £40,000 excluding VAT and £48,000 including VAT. The stated intended fellowship period was 1 August 2026 to 31 July 2027, while the signed contract period differs slightly. The procurement was treated as a single lot. The work is a jointly hosted national fellowship, focused on supporting policy implementation and regulatory preparedness; no separate scoring or evaluation criteria are stated.

For suppliers considering comparable future work for NHS England, this award shows demand for specialist workforce and leadership-development capacity in pharmacy, particularly for pharmacy technicians. A credible provider would need to deliver a nationally hosted fellowship aligned with senior NHS workforce expectations and able to support both policy delivery and regulatory preparedness. Experience working across NHS England and a professional regulator would be relevant, as would the ability to understand pharmacy technician roles and the barriers to equitable access to leadership development. The scale indicated is a focused, individual fellowship resource serving a national workforce, not a large operational service. The selected provider was the General Pharmaceutical Council, demonstrating that a pharmacy regulator was considered suitable for this shared role.

GPhC Clinical Fellow Shared Resource

Notice Description

he post in question is a jointly hosted national fellowship. From both a workforce and inclusivity perspective, this role addresses an important gap. Historically, pharmacy technicians have not had equitable access to national leadership development opportunities, such as those available to other registered healthcare professions through programmes including FMLM fellowships. The fellowship is aligned to an Agenda for Change Band 8a level. At present, the Chief Pharmaceutical Officer's team does not have the resource capacity or workforce establishment at this level to undertake the significant programme of work required to support both NHS England policy implementation and regulatory preparedness activity. With approximately 22,000 pharmacy technicians registered in England, my own role is advisory in nature and there are currently no substantive posts focused on leading delivery of this programme of work. Please note this contract is for the period 01/08/2026 - 31/07/2027
