Summary of the contracting process

NHS Greater Glasgow and Clyde is seeking a provider to deliver support services for people of all ages with visual impairment, and for their families and carers. The service combines person-centred advice and emotional support with help accessing visual impairment pathways, low-vision follow-up, referrals and signposting. Delivery will be primarily from Gartnavel General Hospital, with attendance at other NHS Greater Glasgow and Clyde sites when required. This is a health and social care service, rather than a purchase of equipment or clinical treatment. The requirement covers support for people with differing needs across the area served by NHS Greater Glasgow and Clyde, alongside guidance for those who support them.

The buyer invited offers through an open procedure. The procurement is at the tender stage. The submission deadline set by the buyer was 16 November 2026 at 13:00 UTC. The estimated contract value is £741,746. The initial contract period is three years, with options to extend for two further 12-month periods, subject to funding and mutual agreement. The service is required to be fully operational by 1 April 2027. The procurement is arranged as a single lot. The published information does not set out an evaluation weighting or specific scoring criteria, so suppliers should consult the procurement documents for the basis on which offers will be assessed. The buyer accepts electronic responses and bids must be submitted in English.

This opportunity is best suited to providers with practical experience supporting people with visual impairment, including people of all ages and those around them. Relevant capability includes delivering person-centred advice and emotional support, helping service users navigate visual impairment pathways, providing low-vision follow-up, and making appropriate referrals or signposting. Providers need to be able to operate primarily from Gartnavel General Hospital and attend other NHS Greater Glasgow and Clyde sites when required. The contract calls for a service capable of becoming fully operational by the required start date and sustaining delivery over a multi-year period, with potential extensions. Community benefits are part of the requirement: bidders are expected to propose benefits and provide evidence, such as relevant procedures, staff responsibilities, management information or previous experience.
