Summary of the contracting process

Bracknell Forest Borough Council is buying business intelligence support focused on Power BI dashboards for children’s social care, while also continuing support for adult and children’s reporting. The work covers developing dashboards from Mosaic data; improving the data warehouse to reflect new processes and forms; embedding reports; resolving issues with dashboards delivered in earlier phases; and supporting the council’s performance team to build confidence in SQL, Mosaic data structures and Power BI. Children’s reporting areas include children in need, children looked after, missing children and exploitation, care proceedings, leaving care, step-ups and step-downs, RAS and the Local Authority Designated Officer. The supplier may also provide dashboard or data-mapping resource when internal capacity cannot meet operational deadlines. Delivery is for the council in Bracknell Forest, Berkshire.

The procurement is complete and the contract was awarded to Key Intelligence Limited. The council used a direct award below the threshold, without competition. The contract was signed on 30 September 2026 and runs from 1 October 2026 to 31 March 2027, as a six-month extension intended to maintain continuity of business-critical support. Its value is £49,500 excluding VAT and £59,400 including VAT. The requirement was evaluated through a single-lot process; the published procurement information does not state separate evaluation criteria. The extension continues earlier phases of business intelligence support and dashboard development, with work covering both adults’ and children’s services. The awarded supplier is a small and medium-sized enterprise.

For suppliers preparing for a future requirement from Bracknell Forest Borough Council, this award shows demand for hands-on local-authority business intelligence expertise centred on children’s social care reporting. A credible competitor would need practical Power BI dashboard development capability, confidence working with Mosaic data and data structures, SQL scripting skills, and experience improving data warehouses as processes and forms change. The work also calls for dashboard troubleshooting, data mapping, Cascade script enhancements and the ability to support a council performance team through knowledge transfer and upskilling. Suppliers should be able to deliver a defined set of children’s social care reports and respond to operational deadlines, including by adding resource when internal capacity is constrained. The direct, non-competitive route used for this extension is relevant context for understanding how this council has procured continuity support.
