Summary of the contracting process

Essex County Council commissioned physical intervention and de-escalation train-the-trainer services to help staff keep vulnerable young people and staff safe during emergencies. The provider trains ten trainers across children and families, adult social care and the council’s residential homes. Those trainers then pass the learning on to staff in their services; the notice gives residential homes as an example, where trainers cover 110 staff. The training focuses on de-escalation as well as techniques for physical restraint, and incorporates trauma-informed practice. Delivery is in Essex. The service is designed to equip council trainers to train staff in-house and respond to the needs of services and young people.

The procurement is complete and the contract is active. It was awarded to Protecting Rights in a Caring Environment Limited (PRICE), a below-threshold procurement with one lot. The contract was signed on 21 July 2026 and runs from 1 August 2026 to 31 July 2028. Its gross value is £34,999. The stated procurement method is “Below threshold - unknown”; the award information gives no evaluation criteria. The requirement includes initial train-the-trainer instruction for ten council trainers and yearly refresher updates to keep their knowledge and skills current, including changes to legal frameworks. The council’s description says the trainers cascade training to relevant staff, reducing the need for further external training costs.

For future requirements of this kind, a credible provider would need demonstrable expertise in physical intervention, restraint reduction and de-escalation, with the ability to train trainers who can cascade learning across council services. The model must support safe practice with vulnerable young people, address the needs of staff and services, and incorporate trauma-informed practice. This buyer’s stated approach also depends on annual trainer refreshers covering changes in law and evaluating that trainers’ knowledge and skills remain current. PRICE’s approach is described as drawing on research and biomechanics from the University of Worcester and participation in the restraint reduction network; these are relevant examples of the evidence base and specialist connections a competing supplier may need to demonstrate. The council’s in-house cascade model makes practical trainer development and ongoing support central to the requirement.

Notice Title

Physical Intervention and De-escalation Train the Trainer Training

Notice Description

This training is crucial to enable staff to keep vulnerable young people and staff safe in emergency situations. PRICE (Protecting Rights In a Caring Environment Ltd) are part of the restraint reduction network which enables them to focus on escalation as well as the techniques to use when needing to physically restrain. Their model of work is backed up by research and biomechanics from the university of Worcester. PRICE have worked with ECC to embed the trauma informed practice into the training. PRICE offers a train the trainer model which we use in Essex to ensure best value for money to ECC. We train 10 trainers across C&F, ASC and internal residential homes to be trainers, each year they need a refresher. These trainers will the cascade the training to our staff who need it in the service areas. For example, our Residential trainers will then ensure the 110 staff across the service are trained. This inhouse training then does not incur any further costs to ECC and works to look at the immediate needs of the service and young people to ensure everyone is kept safe. These trainers receive a yearly update (which is what the waiver is for) and this ensures they are up to date on any changes, legal frameworks and keeping their knowledge and skills evaluated by PRICE as the overseeing body.
