Summary of the contracting process

Hampshire County Council’s Public Health Nursing service covers children, young people and families across Hampshire. It combines universal and targeted health visiting, school nursing and Family Nurse Partnership support. The service delivers the Healthy Child Programme, mandated health and development reviews, the National Child Measurement Programme and vision screening. It also includes safeguarding, health improvement, prevention and early intervention, with targeted and specialist support for vulnerable children, young people and families. The purpose is to improve health outcomes, reduce inequalities and give children the best start in life. This is a health services contract, delivered across Hampshire.

Hampshire County Council selected Hampshire and Isle of Wight NHS Foundation Trust through Direct Award Process C under the Provider Selection Regime. The procurement record marks the process complete and lists an active contract signed on 14 October 2026, valued at £200 million. The accompanying decision account describes the selection as an intention to award and says formal award is subject to the standstill period ending at midnight on 28 October 2026. The service is scheduled to run from 1 April 2027 to 31 March 2032, with an option to extend to 31 March 2034. The award assessment considered whether the existing provider was satisfying the original contract and likely to meet the proposed contract standard, and acceptance of the available budget.

For suppliers assessing this buyer’s future public health nursing requirement, this award demonstrates demand for a broad, integrated service for children, young people and families, including both universal provision and specialist support for vulnerable groups. A credible provider would need to deliver health visiting, school nursing and Family Nurse Partnership services, alongside mandated reviews, screening, safeguarding and prevention. The council’s assessment emphasised safe, high-quality continuity; collaboration with partner organisations; service sustainability; improved access and reduced health inequalities; and value and wider social value. The selected provider was judged to have delivered the existing contract satisfactorily and to be capable of continuing to the required standard. Suppliers would need the capacity and service integration to sustain this multi-faceted county-wide offer.
