Summary of the contracting process

The College of Policing is procuring refurbishment works at the Princethorpe building in Ryton-on-Dunsmore. The project covers the multi-use space and its associated lobby, including new floor finishes, replacement ceiling tiles and light fittings, wall finishes and decoration, timber and acoustic wall cladding, and new furniture, fittings and equipment. Suppliers must also price the furniture supply, although the College may choose to evaluate and award on the refurbishment works alone. The work is for the College’s office building. The stated delivery location is the West Midlands.

The College invited offers through an open competition under the below-threshold procedure. The tender was issued for one lot. The enquiry deadline was 2 November 2026 at 23:59 UTC, and the bid submission deadline was 6 November 2026 at 17:00 UTC. The contract period is 1 December 2026 to 31 January 2027. The guideline budget is £108,000 including VAT; competitive bids are sought. Award is based on the most advantageous tender, weighted 90% for price and 10% for social value. Bids and communications are to be submitted electronically through the Jaggaer portal. The lot is marked suitable for small and medium-sized enterprises.

This opportunity suits building refurbishment contractors able to deliver coordinated interior fit-out works in a multi-use space and lobby. Relevant capability includes installing floor finishes, ceiling tiles, lighting, decorative wall finishes, timber and acoustic cladding, and supplying furniture, fittings and equipment. Bidders should be able to price the furniture separately, as the College may assess the works without including furniture in the award. The stated SME suitability makes the opportunity accessible to smaller firms, and the single-lot structure means the requirement is presented as one overall package rather than divided into separate trade lots. Price carries most of the evaluation weight, with social value also assessed, so suppliers should be prepared to set out their social value offer alongside a competitive price.
