Summary of the contracting process

Somerset NHS Foundation Trust commissioned a community mental health service for children and young people aged 12–18 whose functional or complex presentations significantly affect daily life. Function Forward brings together paediatric, psychological and youth-work expertise to understand symptoms, reduce uncertainty and agree personalised care plans with each young person and their family. The intended support is coordinated, multidisciplinary and biopsychosocial, with a county-wide service focus in Somerset. The delivery location named is Musgrove Park Hospital in Taunton. This is a community health service, combining clinical and youth-support expertise rather than a single-discipline intervention. The procurement covers the whole Function Forward service as one lot.

The procurement is complete and the contract has been formally awarded to Young Somerset under the Provider Selection Regime’s direct award process C, without prior publication of a competition. The contract was signed on 15 October 2026 and is valued at £200,000. The data records one bid. Evaluation criteria gave quality a weighting of 80% and price 20%. The award notice’s detailed rationale prioritised safe, evidence-informed, person-centred care and service improvement; efficient use of resources; collaboration and sustainability; improved access and choice, particularly for underserved communities; and social value. The planned service emphasises county-wide pathways and multi-agency working. One lot covered the requirement. No contract period dates or duration are stated.

For suppliers considering similar future work for Somerset NHS Foundation Trust, this award indicates demand for an integrated children’s and young people’s mental health offer, combining paediatric, psychological and youth-work capability. A credible provider would need to assess complex presentations affecting everyday functioning and work with young people and families to produce personalised care plans. The model also points to the importance of safe, evidence-informed, person-centred practice, effective multi-agency collaboration and the ability to support consistent pathways across Somerset. Service improvement, efficient resource use and sustainable workforce arrangements matter alongside equitable access and meaningful choice, including for underserved communities. Community partnerships and wider local benefits may strengthen a proposal, but the stated evaluation places service quality well ahead of price.
