Summary of the contracting process

The Royal Borough of Greenwich commissioned homelessness review services for people challenging the Council’s housing and homelessness decisions. The work covers statutory Section 202 reviews of homelessness decisions, including decisions about providing or extending temporary accommodation while a review is underway, and reviews of the suitability of accommodation offers. It also includes face-to-face or online interviews with appellants and reviews under the Homelessness Reduction Act. The service supports the Council’s functions under the Housing Act 1996. The selected supplier is Southwark Council. Reviews are delivered for Greenwich, in London. This is a specialist legal and housing decision-review service rather than general management consultancy, although the procurement’s classification places it under business and management consultancy services.

The procurement is complete and the contract is active. Greenwich used below-threshold limited competition. One lot was awarded to Southwark Council. The contract was signed on 30 August 2026 and runs from 1 September 2026 to 31 August 2027. Its stated value is £96,661.80 excluding VAT, or £135,326.52 including VAT. The selected service provider is a large local authority. The procurement description sets out the review areas and statutory context but does not state a separate scoring formula or evaluation weighting. The awarded work is for homelessness decision reviews, temporary-accommodation decisions during reviews, appellant interviews, Homelessness Reduction Act reviews and accommodation suitability reviews.

This award shows Greenwich’s demand for an external provider able to undertake statutory homelessness reviews and accommodation-suitability reviews, including cases involving temporary accommodation decisions. A credible competitor would need practical expertise in housing and homelessness law, familiarity with the Housing Act 1996 and Homelessness Reduction Act, and the ability to assess Council decisions impartially and produce robust reviews. The service also requires capacity to interview appellants both face to face and online, and to handle several review types within one service. Southwark Council’s selection demonstrates that a public-sector provider can compete for this requirement; a future provider would need to show dependable case-handling capacity, sound decision-review methods and suitable experience supporting local-authority homelessness functions. The contract’s defined scope points to a specialist housing service, not a broad consultancy offer.
