Summary of the contracting process

Tendring District Council, Castle Point Borough Council and Braintree District Council are jointly exploring temporary accommodation services to meet their statutory duties. The scope under consideration includes supported and unsupported accommodation, block bookings, private sector leasing, hotels and bed-and-breakfast placements. The final service requirements will be developed later. Suppliers would provide accommodation placements across the authorities’ areas in Essex; the stated delivery area is Essex. This is a service requirement for accommodation providers, landlords and organisations able to source or manage suitable placements, including hotels, B&Bs and providers of supported housing. The councils are consulting the market to understand available capacity, geographic coverage, delivery models and possible innovation before shaping the future specification and procurement approach.

The process is at preliminary market engagement and planning stage: the councils have not issued an invitation to tender. Suppliers are being asked to provide market feedback through the Open e-tendering portal and a linked questionnaire by 6 November 2026. The councils expect a future notice on 14 December 2026. They are exploring a one-stage open tender to establish a flexible framework under the light-touch regime, with periodic reopening to admit new providers; this route and model are not settled. The anticipated initial structure is three lots, one for each council, with possible additional geographic or service-category lots later. The current estimated value is £20 million excluding VAT (£24 million including VAT). An indicative contract period is 1 April 2027 to 31 March 2031.

The market engagement is intended to help suppliers influence the service specification and procurement strategy before competition. It will suit providers able to offer temporary accommodation across relevant parts of Essex, with capability in supported or unsupported placements, or access to hotels, B&Bs, block-booked properties or private sector leased homes. The councils are seeking insight into supplier capacity, geographic coverage, innovative approaches and workable delivery models, so providers with a clear understanding of local accommodation supply and the ability to maintain sufficient placement availability may be well placed to contribute. Small and medium-sized enterprises and voluntary, community and social enterprises are identified as suitable participants. At this stage, engagement is for market input and does not commit the councils to the proposed framework, route or scope. No specific accreditation or experience requirement is set out yet.

Temporary Accommodation

Notice Description

Tendring District Council (TDC), Castle Point Borough Council (CPBC) and Braintree District Council (BDC), (the Authorities), are seeking to engage with the market and obtain expressions of interest ahead of a procurement for Temporary Accommodation of various types (at PME stage we are considering Supported and Unsupported Accommodation, including Block Bookings, PSL and Hotels/B&B, but the final scope will be set out in more detail in the Tender notice). One of the routes the Authorities are exploring is a 1- stage Open Tender Process with a view to establish a flexible framework under the Light Touch Regime - Section 9 of the Act, (for clarity, not an Open Framework as defined under the Procurement Act 2023). We anticipate the framework would be reopen periodically to allow new providers to apply for admission to ensure the framework continues to support the Authorities in meeting their statutory duties-specifically, to maintain sufficient capacity in terms of available placements and provider coverage. Initially, the framework is likely to consist of 3 Lots (one per Authority above), but EPP reserves the right to create additional geographical Lots or categories during framework reopening/refresh periods. This PME exercise is intended to: * Engage with the market to gather insights and feedback on the proposed approach, and option development to support future decision-making. * Understand supplier capabilities, innovations, and potential delivery models. * Inform the development of a specification and procurement strategy that reflects market conditions and best practice. This exercise does not commit the Authorities to any future model, contract value, contract duration or procurement route.
