Summary of the contracting process

Vale of White Horse District Council buys a broad range of insurance cover for its council operations and assets in the Vale of White Horse area. The requirement is divided into cover for general property and material damage, including business interruption, money, computers and contract works; commercial and industrial properties and loss of rent; casualty risks; engineering insurance and inspection; fidelity guarantee; personal accident; and motor fleet insurance. A package option combines property, casualty and motor fleet cover. The contract excludes broker services, so the requirement is for insurance underwriting and related cover rather than insurance brokerage. The service category is financial and insurance services (CPV 66000000).

The procurement is complete and the existing contract has been extended to Zurich Municipal. The Council used a procedure without a prior competition notice to extend the contract, relying on its position that the change is a permitted non-substantial modification. The extension is intended to maintain continuity while the Council prepares a replacement procurement: an earlier tender was discontinued after errors and omissions prevented transparent and equal evaluation, and uncertainty over local government reorganisation affected future requirements. The original contract was signed on 17 December 2021; its initial term ended on 30 September 2024 and was extended to 30 September 2026. The proposed further extension runs to 31 March 2027. The contract value recorded for this extension is £134,443, signed on 19 October 2026. The original lots were evaluated on price.

This award demonstrates demand for a comprehensive council insurance programme, spanning property and business interruption, liability and other casualty risks, engineering cover and inspections, fidelity, personal accident and motor fleet. A credible competitor when this requirement returns would need the underwriting capacity and technical expertise to assess and cover a local authority’s varied assets, operations and liabilities, and to provide responsive claims and policy administration. Engineering insurance and inspection capability is relevant to that part of the requirement; the package option also shows the value of being able to combine property, casualty and fleet cover. The prior competition assessed bids on price, so suppliers would need commercially competitive terms across the cover they offer. The contract expressly excludes broker services: brokerage alone would not match the requirement.

Procurement Information

The Council intends to extend the Contract to 31March 2027 to allow time for a re-procurement exercise to be conducted . The procurement exercise which had commenced prior to the expiry of the Contract has been discontinued because some errors and omissions were identified in the invitation to tender documents which made it impossible to demonstrate transparency and equal treatment in the evaluation and moderation of the responses from bidders. In addition, the Government's announcement to pause Local Government Re-organisation has created uncertainty regarding future insurance requirements Therefore the Council has made the decision to extend the current Contract until 31st March 2027,re-write the tender pack and go back to the market, which gives the opportunity of seeking a longer contract period. The Council's position is that the modification is permitted under Regulation 72(1)(e) of the Public Contract Regulations 2015 (as amended) (non-substantial modifications) and that none of the conditions set out in Regulation 72(8) apply. The proposed short term extension will therefore provide the Council with a sufficient period of time to run a re-procurement exercise, and to provide continuity of service for the Council while it is conducted
