Summary of the contracting process

Nuclear Waste Services Limited intends to appoint an agency to produce films, audio and video supporting its work. Briefs may range from short concept films, social media stories and talking-head recordings to long-form explainers and documentary-style content. The supplier will work with the organisation’s Creative Lead, follow its brand values and deliver finished media in the required formats and resolutions. Work includes production, amendments, post-production and secure archiving, with project files available for future editing when requested. Delivery may be in-house or through subcontractors. The work is centred on Nuclear Waste Services’ activities, with studio facilities needed within commuting distance of both Cumbria and south-east England. A single point of contact will manage briefs, track budgets and coordinate delivery.

This is a planned procurement: the buyer has set out its intention to compete the work, but has not yet invited tenders. It expects an open competition below the UK procurement threshold, with one lot. The estimated value is £500,000 excluding VAT (£600,000 including VAT). The anticipated contract period is 1 March 2027 to 28 February 2029, with an option to extend by two further 12-month periods, at the buyer’s discretion, potentially through 28 February 2031. The buyer expects to publish a further notice on 27 October 2026. The planned procedure is not an invitation or a deadline to submit a bid; the procurement details are indicative at this stage.

The work is suited to an established production agency with a demonstrable track record for high-profile public- and private-sector clients, and professional staff able to provide CVs for approval. Suppliers should be able to call on directors, camera crews and specialist equipment, provide a small crew at short notice, and offer production studios within commuting distance of Cumbria and south-east England. The buyer expects camera equipment covering varied production needs, broadcast-ready studio facilities and access to set-building capability. In-house post-production capacity should cover green screen, CGI and 3D, alongside the ability to keep pace with new techniques. Suppliers will need to manage versions and approvals, deliver accessible content including subtitles and English- or Welsh-language voiceovers when required, and understand government accessibility and broadcast requirements. AI use is restricted and requires buyer approval beyond conventional-footage retouching.

Requirements would come in the shape of briefs, spanning a range of formats and styles, including short concept-style films, 'in the moment' social media stories and talking heads made at short notice, long-form explainers and short 'fly on the wall' documentary-style films that showcase the work across NWS. Access to different film directors and camera crew, specialist skills and equipment, studio locations within commuting distance from both Cumbria and the Southeast, in-house post-production services and resources are necessary. The agility to provide a small crew at short notice will be required on a regular basis. NWS is seeking a Contractor with own camera equipment covering all bases, and studio film/audio broadcast facilities, owned or contracted, readily available. These will be equipped to the latest industry standards, with own or hired kit and access to set build capabilities. The successful Contractor will provide a suite of post-production services, ranging from green screen to Computer Generated Imagery and 3D techniques, and will continually update these services to find new innovations and developments within the sector. The successful Contractor will have an awareness of AI techniques and regulations. Use of AI will be strictly limited to tried and tested techniques and any use of AI beyond retouching material filmed conventionally should be declared and subject to NWS approval. Should NWS require a preferred photographer to join the crew, they should be allowed access to the Contractor's studio facility or facilities and to film production's locations if required, and as appropriate. Delivery would include providing different file formats in very high resolution as required, long- and short-form as required, portrait or landscape as required, managing amends and keeping a record of all files' versions and approvals. The Contractor should keep all NWS files safely and securely archived for the duration of the Contract, unless otherwise specified. Upon request, open files and folders would be delivered to NWS at the end of each project for future editorial use. Work will be required over a period of two years with an optional extension at NWS' discretion of a further period of two years. Each project's lead times will be agreed at the outset of each brief.
