Summary of the contracting process

Home Group is seeking suppliers for an asbestos management framework covering its domestic and commercial housing stock. Six regional lots cover asbestos surveying and analytical services: management, refurbishment and demolition surveys, reinspections, air monitoring and laboratory analysis. Two further regional lots cover licensed and non-licensed asbestos removal, with reinstatement remedial works where required. Surveying and removal services are separate requirements, and the regions span Scotland, the North West, North East and Yorkshire, the Midlands and Central South, the South East and the South West. Removal lots divide coverage between the North and Scotland, and Central and South. This is a combined services and works requirement for housing providers and contractors specialising in asbestos inspection, testing, monitoring, removal or reinstatement.

Home Group invited offers through a competitive flexible procedure with two stages. Stage one combines a pass/fail procurement questionnaire with a tender assessed on price (40%) and quality (60%); stage two is an interview and presentation weighted at 100%. The buyer set 6 November 2026 at 12:00 for enquiries and 13 November 2026 at 12:00 for submissions. The framework is scheduled to run from 1 April 2027 to 31 March 2031, with an optional 12-month extension. Its total estimated value is £5 million excluding VAT (£6 million including VAT). There are eight regional lots, with a maximum of three lots per bidder and three awards per supplier. Bidders cannot combine surveying and removal lots, or cross-apply between northern and southern surveying regions. Lot-specific estimated values range from £250,000 to £1.5 million excluding VAT.

This framework suits established asbestos surveying, analytical and removal businesses, including SMEs, which can demonstrate the technical and economic standing required by the procurement questionnaire. Surveying bidders need capability across management and refurbishment or demolition surveys, reinspections, air monitoring and laboratory analysis; removal bidders need the capacity and competence to undertake licensed and non-licensed removal and associated reinstatement. The scale varies by region and work type, allowing firms to target relevant geographic coverage rather than pursue every lot. Surveying suppliers may be appointed in ranked pairs for each regional lot, while one removal contractor is intended for each removal region. The highest-ranked provider may receive work first, with the buyer retaining the right to use the second-ranked surveying provider if performance or capacity issues arise. Firms should be prepared for quality assessment and a follow-up interview or presentation.
