Summary of the contracting process

Oldham Metropolitan Borough Council intends to commission a specialist child sexual exploitation (CSE) support and advocacy service for children, young people and adults at risk, affected by exploitation or survivors. The service is expected to provide one-to-one emotional and practical support, early intervention and prevention, and support for families and carers. It will include community outreach and awareness-raising, help people navigate safeguarding, criminal justice and health services, and contribute to multi-agency work and longer-term recovery. The provider will work with statutory services, education settings, health partners, voluntary and community organisations, individuals and families. Delivery is for Oldham. The service combines children’s and young people’s welfare, counselling and guidance, community action and community health support.

This is at the planning stage: the Council has stated its intention to procure, but has not yet invited tenders. It expects the contract to run from 1 April 2027 to 1 April 2028. The procurement is organised as one lot. The Council plans a market engagement event on 28 October 2026, from 1pm to 2pm, at Royton Town Hall in Oldham, to discuss the service scope, local needs and priorities, and lessons from comparable services to shape the specification and delivery model. Attendance is limited to two representatives per organisation; the Council expected confirmation by 5pm on 26 October 2026. The engagement is intended to inform the eventual procurement; no tender evaluation basis or contract value is set out at this stage.

The service is suited to organisations with demonstrable expertise supporting people affected by child sexual exploitation, including children, young people and adults, and with the capacity to work across ages, genders and levels of need. Relevant experience is likely to include trauma-informed and culturally responsive support, advocacy, early intervention, family and carer support, community outreach, and helping people navigate safeguarding, criminal justice and health systems. Providers should be able to collaborate with statutory agencies, schools, health partners, voluntary and community organisations, and affected families, while contributing to safeguarding and recovery outcomes. The Council’s preference is for one lead provider able to coordinate this broad service and deliver against service outcomes and performance measures. The lot is identified as suitable for small and medium-sized businesses and voluntary, community and social enterprises.
