Summary of the contracting process

NHS Humber and North Yorkshire Integrated Care Board intends to commission a WorkWell work and health coaching service across Humber and North Yorkshire. The service is intended to offer a single, accessible entry point to the programme and early intervention for people whose health conditions affect their ability to work. It will provide holistic, person-centred coaching to help people start, remain in or return to employment, including after illness or health-related absence, and support sustained employment and improved longer-term work outcomes. This is a health and social work service, with a wellness-services element. The stated delivery area is Humber and North Yorkshire; the procurement information identifies the wider areas as East Yorkshire and the Humber and North Yorkshire.

This is at the planning stage: the ICB has announced its intention to procure and is undertaking preliminary market engagement, not inviting tenders. It expects to outline the service and procurement timetable at a supplier meeting on 27 October 2026 at 14:00, via Teams. Suppliers were asked to submit expressions of interest by 16:00 on 23 October 2026, with attendance limited to two people per supplier. The procurement is planned as a single lot. The estimated value is £6.34 million excluding VAT (£7.608 million including VAT). The expected contract period is 4 January 2027 to 1 April 2029, described as an indicative three-year term; the ICB anticipates awarding the contract in January 2027. These dates and the term may change. No procedure or evaluation basis is set out at this stage.

This will suit providers able to deliver work and health coaching across Humber and North Yorkshire, with the capacity to offer a single, accessible route into the service. The ICB is looking for capable suppliers who can provide early intervention and holistic, person-centred support for people whose health affects their employment. Relevant delivery experience would include helping people to start work, stay in employment, return after illness or health-related absence, and sustain work over time. Providers should be prepared to support improved longer-term employment outcomes, rather than offering a narrowly defined, one-off intervention. The service is intended to address both health and employment needs, so suppliers with the ability to connect coaching with participants’ work circumstances are well placed to engage in shaping the proposed service.
