Summary of the contracting process

The UK Atomic Energy Authority plans to procure conformity assessment and third-party inspection services for its H3AT work. The supplier will assess regulatory compliance and issue assessments and certifications supporting UKCA marking, as well as conduct CE conformity assessments under recognised European accreditation. It will also act as an inspection organisation for UKAEA, carrying out general inspections and technical evaluations and attending or witnessing non-destructive testing, pressure equipment and welding activities. Services must comply with relevant UK and international regulations, standards and certification schemes. The inspection organisation must be able to mobilise personnel across the UK, Europe, North America, Central and South America, Australia, Asia and Africa. The work falls within technical inspection, industrial quality control and certification services.

This is at the planning stage: UKAEA has stated its intention to procure, but has not yet invited tenders. It expects to use an open procedure. The procurement is planned as a single lot, with an estimated value of £675,000 excluding VAT (£810,000 including VAT). UKAEA expects to publish the next notice on 3 November 2026; these are planning expectations, not bid deadlines. The planned contract runs from 1 March 2027 to 28 February 2030, with an option to extend for 12 months. The expected award decision date is 29 January 2027. The service is identified as suitable for small and medium-sized businesses.

This work is suited to conformity assessment bodies and inspection organisations with internationally deployable personnel and experience spanning regulatory certification and industrial inspection. UKAS accreditation is required for assessments under the UK regulatory framework, including UKCA certification. Suppliers must also be able to assess CE conformity with appropriate recognised accreditation, such as status as an EU Notified Body or accreditation from an EU-recognised national accreditation body. Relevant capability includes general inspection, technical evaluation, witnessing non-destructive testing, and inspection of pressure equipment and welding against applicable regulations, standards and certification schemes in the UK and abroad. The wide geographic deployment requirement makes international mobilisation capacity important. UKAEA has expressly indicated that small and medium-sized businesses are suitable for the procurement.
