Summary of the contracting process

The University of Gloucestershire is considering occupational health services for its students and staff. Student provision currently covers health screening, immunisations, occupational health assessments and placement clearances for students on healthcare and education placement programmes. Staff provision is a separate specialist service, providing independent advice to employees, managers and HR on health matters and workplace wellbeing. It supports decisions on fitness for work and workplace adjustments, rehabilitation and return-to-work planning, alongside preventative health and wellbeing. The University is exploring whether both services could be provided under one contract and what delivery models would work. Services would be delivered in Cheltenham and Gloucester, with accessible facilities and local provision of particular interest.

This is at the planning stage: the University is gathering market information to shape its future procurement strategy, not inviting tenders. Interested organisations are invited to complete a questionnaire by 4 November 2026; the full requirements and questionnaire can be requested from the University. The expected contract period is 1 June 2027 to 31 May 2030, with a possible extension to 31 May 2032. The estimated value is £800,000 excluding VAT (£960,000 including VAT). The planned scope is one lot. The University has not set an award method or evaluation criteria at this stage. The engagement is for information gathering and does not commit the University to a future contract or a particular route to market.

The work may suit occupational health providers able to serve both university staff and students, including healthcare and education students undertaking placements. Providers should be prepared to explain whether they can deliver both services through one contract, the benefits and practical challenges of different delivery models, and how local access could be provided. The University is particularly interested in accessible facilities and local services for staff and students in Cheltenham and Gloucester. The staff service calls for impartial, responsive professional advice that can support employees, managers and HR with work fitness, workplace adjustments, rehabilitation and return-to-work planning, as well as preventative wellbeing. The anticipated service population is approximately 1,400 healthcare students, 300 education students and 1,000 staff, so suppliers should be equipped to support these groups.

The University of Gloucestershire is undertaking a brief market engagement exercise to inform its future procurement strategy for Occupational Health Services. The current student service includes health screening, immunisations, occupational health assessments and placement clearances for Healthcare and Education students undertaking placement-based programmes. A separate contract currently provides a specialist Occupational Health service for University staff, delivering independent professional advice and support to employees, managers and HR on health-related matters and workplace wellbeing.
