Summary of the contracting process

Northamptonshire Healthcare NHS Foundation Trust is exploring a replacement electronic patient record (EPR) system for its Integrated Sexual Health Service. The requirement is for a modern, cloud-based, fully integrated digital solution that brings together the service’s systems for staff and service users. It is intended to support sexual health, contraception and HIV services, improve coordination across the Trust and enable safe, patient-centred care. Leicestershire Partnership NHS Trust is managing the market engagement and any subsequent tender process if the Trust decides to proceed. The solution is intended for sexual health services across NHFT; the procurement information identifies no specific delivery sites.

The process is at planning and is currently a voluntary pre-market engagement exercise, not a tender or call for competition. The Trust is seeking supplier questionnaire responses by 30 October 2026 to inform its procurement strategy, specification and business case; a future notice is expected by 29 January 2027. The anticipated contract period is 1 July 2027 to 30 June 2030, with a possible extension to 30 June 2032. The stated estimated value is £400,000 excluding VAT (£480,000 including VAT). The planned procurement method and evaluation criteria have not been determined in this engagement. Participation does not affect any future procurement, and the Trust has made no commitment to proceed.

This engagement is relevant to suppliers of specialist sexual health EPR systems and associated digital services, particularly those able to provide a cloud-based, integrated solution for staff and service users. The Trust is interested in systems supporting sexual health, contraception and HIV services, with interoperability, regulatory compliance and scope for future service transformation. Suppliers with experience of system migration and transition can contribute information on delivery approaches and risks. The stated requirements also include a high-level implementation plan and a disaster recovery plan, so suppliers should be prepared to explain how they would address these. The Trust is gathering market information and may use it to shape a future tender; it has not committed to procure.
