Summary of the contracting process

SONI Ltd is seeking one supplier to provide client-side advisory services for its Corporate IT Separation Programme and the establishment of its Security Operations Centre. The work covers programme management and leadership, technical and test assurance, delivery oversight of systems integrators and other suppliers, and transition support. The adviser will augment SONI’s internal programme and technical teams and work alongside them and other external advisers. The role is advisory: it does not include delivering or implementing the underlying systems, equipment or services being procured through SONI’s separate competitions. This is an IT consultancy and assurance service (CPV 72000000), for delivery in the United Kingdom.

SONI invited offers through an open competitive flexible procedure for a single-supplier framework agreement, with a reopening of competition for subsequent contracts. The enquiry deadline was 13 November 2026 at 12:00, and the offer deadline was 20 November 2026 at 12:00. The planned contract period runs from 1 February 2027 to 31 January 2029, with an option, at SONI’s discretion, to extend by one year, to 31 January 2030. The estimated value is £6.3 million excluding VAT (£7.56 million including VAT). Evaluation gives 40% to price and 60% to quality: previous experience (20%), approach and methodology (15%), team capacity (10%) and a face-to-face meeting (15%). The procurement is divided into one lot.

Small and medium-sized businesses are identified as suitable. A proposed core team will be assessed through a face-to-face meeting as part of the quality evaluation.

Notice Description

SONI is seeking to appoint one (1) supplier to act as Client-Side Advisor, providing programme management, technical assurance, test assurance and transition support to SONI in respect of the Corporate IT Separation Programme and the establishment of SONI's Security Operations Centre, working alongside SONI's internal programme and technical teams. This procurement is being conducted in accordance with the Procurement Act 2023 (the "Act") and the Procurement Regulations 2024. The Client-Side Advisor augments SONI's own programme and technical team, providing programme leadership, technical assurance and delivery oversight of the Systems Integrators (SIs) and suppliers delivering the separation workstreams. The role does not extend to the delivery, implementation or provision of any of the underlying systems, equipment or services being procured under SONI's other separation competitions. The Tenderer awarded the Framework Agreement (the 'Supplier') will act as SONI's primary partner for Client-Side Advisory services, working alongside SONI's internal teams and its other external advisors.
