Summary of the contracting process

The London Borough of Barnet is seeking a refit of the Schools Library and Resources Service (SLRS) area at Hendon Library. The service lends books and other resources to schools and education establishments in Barnet and beyond, moving more than 9,000 crates, boxes and other items each year. The work is intended to improve storage and layout in the staff-only area at the rear of the library, where the SLRS shares space with the public library’s staff workspace and local studies and archives. Existing shelving is too high, blocks light and is poorly suited to the space; collections have spread into areas needed for archive storage and office use. The requirement is library fitting and construction work in London.

The buyer invited offers through a below-threshold open competition. The procurement is one lot, and its contract period is set from 23 November to 31 December 2026. The estimated value is £60,000 excluding VAT (£72,000 including VAT). Suppliers could submit enquiries until 6 November 2026 at 10:00 and offers by 16 November 2026 at 10:10; both times are stated in UTC. Evaluation is weighted 60% for quality, including social value, and 40% for price. The procurement is identified as suitable for small and medium-sized enterprises. The tender was for works to refit and improve the SLRS storage area at Hendon Library.

This opportunity is suited to small and medium-sized suppliers able to undertake a library-space refit and deliver practical improvements to storage and layout within an existing library building. The work calls for an approach that can accommodate a high-volume lending operation, with varied crates, boxes and larger resources moving through the service, while making effective use of a shared staff-only area. Suppliers should be able to show the quality of their proposed solution and its social value, as these together carry greater evaluation weight than price. The requirement may suit library equipment and fitting specialists, as well as contractors with relevant experience adapting working spaces for storage and service operations. The scale is a focused, short-duration project rather than a large building programme.

Notice Information

Notice Title

Hendon Library: School Libraries and Resources Service (SLRS) refit 2026/27

Notice Description

The Hendon Library houses the public library at the front of the building, and the Local Studies and Archives and the Schools Library and Resource Service (SLRS) in a staff only area at the back of the building. The SLRS provides a large-scale resource lending service to education establishments in Barnet and beyond. Resources are transported in and out in a range of crates and different sized boxes. Some larger items are delivered as they are. The volume of business exceeds a total of 9000 crates/ boxes/items per year. The service is housed at the back of the library building and is not open to or used by the public. Dispatch of the crates and boxes is from doors at the back of the library. Storage is a key element in how efficiently the service works. It also impacts the public library service staff workspace and local studies and archives workspace who share the space. The SLRS service moved into Hendon in 2017 with a mismatched collection of old shelving left over from other library moves at the time. The shelving is too high, blocks light and its layout has been dictated by what was available rather than optimised to fit the space. SLRS collections are spread across the shared space in an ad hoc nature and have by necessity taken over some archives storage and the shared office, making it unusable as an office.
